About The Position

This is an advanced environmental position within the Wastewater Compliance Assurance program. The incumbent will serve as a subject matter expert, review the work of others, recommend courses of action, coordinate inspection and case tracking, develop training materials, and act as a local point of contact. The role involves conducting a high volume of complex inspections and file reviews, determining enforcement actions, drafting enforcement documents, and tracking compliance activities. Additionally, the position supports compliance assistance workshops, conducts external compliance assistance and outreach, and provides internal training and technical consultation.

• Knowledge of field sampling techniques for soil, groundwater, surface water, and sediment.
• Ability to train, motivate and inspire others to achieve team goals.
• Ability to exhibit and implement positive and energizing leadership skills.
• Requires initial OSHA 24-hour HAZWOPER to be completed within one year and OSHA 8-hour HAZWOPER refresher annually thereafter.
• Valid Driver License
• Ability to travel overnight as needed.
• At least 6 years of verifiable related experience in environmental regulations and/or wastewater management.
• Background and fingerprint check required.

Nice To Haves

• Post-secondary degrees from an accredited college or university in environmental or natural science may be used as an alternative for the required 6 years of experience on a year-for-year basis.

Responsibilities

• Conduct a high volume of highly complex inspections and file/data reviews for wastewater compliance.
• Determine appropriate enforcement actions, draft enforcement documents, and track compliance and enforcement activities.
• Conduct follow-up activities to assist facilities in returning to compliance without enforcement.
• Respond to, investigate, and resolve complaints.
• Produce timely and accurate documentation of inspections, site visits, or field work, and enter data into the designated database.
• Support, participate, and assist in the execution of compliance assistance workshops for the regulated community.
• Conduct compliance/technical assistance site visits of highly complex regulated facilities.
• Cultivate positive partnering relationships with industry and regulated facilities.
• Provide education and guidance to residential, commercial, institutional, and public sectors, arranging for CEUs when available.
• Serve as a subject matter expert or technical consultant for Wastewater regulations.
• Review staff's work product for accuracy when directed.
• Participate, develop, and lead cross-training activities and safety events.
• Provide technical assistance to Compliance and Assurance Program and permitting staff.
• Evaluate and make recommendations on training material and methodology, and develop/refine training aids.
• Participate in Division-related calls and calibration activity, maintaining contact with multiple Department Division offices.
• Be a self-advocate for training and partner with district staff to learn about multiple DEP program areas.
• Complete initial OSHA 24-hour HAZWOPER within one year and OSHA 8-hour HAZWOPER refresher annually thereafter.
• Perform other duties as needed.
