This is an advanced environmental position. As an Environmental Consultant within the Wastewater Compliance Assurance program, incumbent shall serve as a role model and support the Department’s mission, goals, and values. The incumbent will serve as the subject matter expert for the department, will review the work of others as directed by supervisor, recommend courses of action, coordinate inspection and/or case tracking, develop training materials and serve as local point of contact for other sections and the Division(s) when necessary. In addition, the incumbent shall provide the following: Facility Compliance: In general, this position will conduct a high volume of highly complex inspections and file/data reviews, determine appropriate enforcement actions, draft enforcement documents and help track and coordinate compliance and enforcement activities for the Wastewater Compliance Section. Plans and conducts inspections, site visits and other required field work, or conducts records reviews necessary for compliance evaluations. This includes, but is not limited to, reviewing permit files, reports, and other documents, as well as performing calculations and technical evaluations to determine compliance status of regulated facilities. When necessary, make enforcement recommendations to the supervisor. Conducts follow-up activities to assist facilities in returning to compliance without enforcement. Responds to, investigates, and takes steps to resolve complaints. When necessary, recommend enforcement action. Drafts complex enforcement documents and coordinates and leads enforcement meetings. Produces timely and accurate documentation of inspections, site visits, or field work. Reports are to be processed in accordance with established program rules, requirements, and policies. Enters inspection documentation, compliance data and resolution actions into the designated database. Supports, participates, and assists in the execution of compliance assistance workshops for the regulated community. External Compliance Assistance, Outreach, Training and Partnership Implementation: Targets specific areas of industry non-compliance within the district and coordinates compliance assistance efforts with that industry. Conducts compliance/technical assistance site visits of highly complex regulated facilities to increase compliance rates. Seeks and cultivates positive partnering relationships with industry and regulated facilities to increase or maintain the highest possible compliance rates. Provides education and guidance to residential, commercial, institutional, and public sector. When available, arranges for the application of CEUs and the like towards outreach participants’ licensure. Supports, develops, participates or assists in the execution of compliance assistance workshops for the regulated community. Internal Training, Consulting, and Organizational Improvement: Serves as a subject matter expert or technical consultant for Wastewater regulations including jurisdictional determinations, and compliance determinations. When directed, review staff’s work product for accuracy. Participates, develops, and leads cross-training activities and safety events. Facilitates learning through a variety of delivery methods including classroom instruction, virtual training, on-the-job coaching, job shadowing, and team building initiatives. Provides technical assistance as needed. Internal assistance includes training and providing technical assistance to Compliance and Assurance Program and permitting staff. Evaluates and makes recommendations on training material and methodology. Develops and will refine training aids such as SOPs, manuals and handbooks. Participates in Division-related calls and calibration activity. Maintains working contact relationship with multiple Department Division offices to ensure consistent approach to compliance-related activity. Be a self-advocate for training, and partners with appropriate district staff to learn about multiple DEP program areas. This position requires initial OSHA 24-hour HAZWOPER to be completed within one year and OSHA 8-hour HAZWOPER refresher annually thereafter. Performs other duties as needed.
