About The Position

Dominion Energy is seeking an experienced and innovative Environmental Consultant to join the Environmental Justice (EJ) Team. This position serves as a senior technical resource responsible for advancing environmental justice initiatives that support the development, permitting, construction, and operation of critical energy and infrastructure projects. The successful candidate will lead complex environmental reviews, develop program improvements, and provide expert guidance to project teams, leadership, and stakeholders. This role will also require preparation of documents to support regulatory proceedings and serving as a Company witness in State Corporation Commission proceedings. The Environmental Consultant will work across environmental permitting, project development, external affairs, legal, and engineering teams to ensure environmental justice considerations are effectively integrated into business decisions and project execution.

Requirements

  • Approximately 7-10 years of relevant professional experience in environmental justice, environmental permitting, project development, policy analysis, or related fields.
  • Bachelor's degree in Environmental Science, Environmental Policy, Planning, Geography, Public Policy, Sociology, Engineering, Natural Resources, GIS, or related discipline.
  • Demonstrated ability to independently manage complex environmental programs and projects.
  • Experience interpreting environmental regulations and developing practical compliance strategies.
  • Experience preparing technical reports, analyses, presentations, and regulatory support documents.
  • Strong communication and stakeholder engagement skills.
  • Expert technical knowledge and analytical capability.
  • Strong regulatory interpretation and compliance strategy skills.

Responsibilities

  • Serve as a senior subject matter expert on environmental justice while supporting siting, permitting, regulatory filings, cultural resource studies, and other project approvals for complex projects and initiatives with minimal supervision.
  • Provide technical leadership and compliance strategies on complex environmental justice reviews, cumulative impact evaluations, and community-impact assessments.
  • Interpret federal, state, tribal, and local environmental justice requirements and provide implementation guidance to project teams.
  • Evaluate emerging environmental justice regulations and identify potential impacts to company operations and development activities.
  • Assist in preparation of technical reports, presentations, testimony, and position papers.
  • Serve as a Company witness in regulatory proceedings.
  • Support development of company guidance documents, screening methodologies, procedures, and tools.
  • Develop and deliver environmental justice training materials and workshops.
  • Support engagement with regulators, local governments, tribal nations, community organizations, industry groups, and other interested stakeholders.
  • Develop and present environmental justice information to internal and external audiences.
  • Represent the company on environmental justice topics during project reviews, public meetings, workshops, and industry forums.
