About The Position

HSG is seeking an Environmental Compliance Specialist to support NASA Langley Research Center. This role involves protecting water quality, navigating complex regulatory requirements, and providing hands-on support for stormwater, wastewater, and environmental compliance programs. The Specialist will provide technical expertise to ensure compliance with NASA Langley Research Center water quality permits, associated plans, and program elements. This includes supporting environmental compliance field inspections and monitoring projects to ensure compliance with environmental requirements and applicable policies.

Requirements

  • Bachelor’s degree in environmental science, physical science, or equivalent related field.
  • At least 4 years of relevant experience.
  • Demonstrated experience performing erosion and sediment control (ESC)/stormwater management (SWM) site inspections.
  • Certified Inspector for ESC and SWM from the Commonwealth of Virginia. A Dual Inspector certification will also be accepted.
  • Demonstrated knowledge of applicable regulations and industry best practices related to the oversight and management of stormwater and wastewater systems.
  • Experience determining regulatory permit applicability and preparing permit applications and supporting documentation for submission to regulatory agencies.
  • Ability to work independently and show a high level of initiative and attention to detail.
  • Consistent character and do not yield to pressure to compromise or cut corners.
  • Strong ability to communicate effectively with superiors, colleagues, and customers by clearly expressing intent and understanding the focus and purpose of the conversation while allowing each person to get their point across.

Nice To Haves

  • Certified ESC Plan Reviewer from the Commonwealth of Virginia or ability to obtain within 6 months of start date.
  • Demonstrated experience performing environmental compliance (e.g., RCRA, SPCC, etc.) inspections.

Responsibilities

  • Support execution, implementation, and compliance with Langley’s Virginia Pollutant Discharge Elimination System (VPDES) permit and Hampton Roads Sanitation District (HRSD) permit, including coordination and scheduling of permit-required sampling and providing guidance on permit compliance.
  • Support implementation and compliance with Langley’s General Phase II MS4 permit and any applicable TMDL conditions and/or action plans, including executing the Langley-specific MS4 Program Plan annually and tracking program results.
  • Prepare water permit applications and regulatory correspondence.
  • Maintain MS4 records for regulatory annual reporting, prepare required public outreach, conduct personnel training, and provide information, guidance, and recommendations for the program.
  • Assist with plan review and perform site inspections on land disturbing projects for compliance with Government-approved Plans (e.g., ESC Plans, SWM Plans, Pollution Prevention [P2] Plans, and Stormwater Pollution Prevention Plans).
  • Complete quarterly outfall inspections and annual MS4 stormwater management facility inspections and generate formal inspection reports, noting deficiencies and providing recommendations.
  • Assist in achieving compliance with the HRSD permit and any HRSD Administrative Orders, including generating responses and developing necessary data.
  • Complete and submit environmental field inspection reports within 24 hours of project inspections and assist in addressing and closing out inspection issues.
  • Maintain inspection tracking spreadsheets/databases and ensure they are kept up to date.
  • Provide support for other project areas as required (e.g., training; environmental outreach; facility audits).
  • Provide support to other HSG customers, contracts, and projects when requested.
  • Ensure all work performed is conducted in accordance with applicable regulatory requirements, as well as associated Job Safety Analyses and approved Standard Operating Procedures.
