About The Position

Herndon Solutions Group (HSG) is seeking an Environmental Compliance Specialist I to serve as the on-site, multimedia environmental compliance resource at NASA Glenn Research Center’s Neil A. Armstrong Test Facility (GRC-ATF) in Erie County, Ohio. The Specialist administers day-to-day compliance coordination across hazardous and regulated waste, petroleum, oil, and lubricant (POL) and tanks, spill preparedness and response, stormwater, and wastewater. The position supports Lewis Field when cross-site workload or continuity needs arise and reports to the designated HSG Project Manager/Site Lead. The Specialist evaluates site conditions, integrates requirements across environmental media, supports functional-area leads with inspections, field work, sampling, records, and reporting, and tracks ATF compliance issues through resolution. The role includes on-site coordination, field inspections and sampling, documentation, support for audits and regulatory activities, and limited hands-on assistance incidental to the primary compliance-administration duties. The position is primarily on-site at the designated reporting location, with routine local travel between GRC-ATF and Lewis Field as operational needs require. It supports GRC core business hours and may include assigned emergency readiness and response coverage, including after-hours support when required. Work may occur in office, laboratory, industrial, warehouse, utility, construction, outdoor, and active facility environments.

Requirements

  • High school diploma or GED equivalent.
  • 0–2 years of experience collecting information and/or following procedures to collect samples.
  • RCRA Hazardous Waste Management training and required refreshers.
  • DOT Hazardous Materials Ground Shipper training and required refreshers.
  • OSHA 40-hour HAZWOPER training and required refreshers.
  • Applicable NASA SATERN and site-specific environmental, safety, spill response, stormwater, POL, and waste-management training based on assigned duties.
  • Valid driver’s license and ability to obtain and maintain required NASA facility access.
  • Ability to work independently at GRC-ATF, including at remote site locations.
  • Ability to lift, carry, or move 30 pounds or more; climb stairs; bend, stoop, twist, and reach; and stand or walk for two hours or more at one time.
  • Ability to wear required personal protective equipment and work in varying weather and site conditions.

Nice To Haves

  • Bachelor’s degree in environmental science, environmental engineering, chemistry, biology, geology, occupational safety, or a related discipline.
  • Three or more years of multimedia environmental compliance experience at an industrial, research, aerospace, government, or similarly regulated facility.
  • Experience with Ohio EPA requirements, NPDES permits, SPCC requirements, RCRA generator standards, construction stormwater controls, and environmental data and reporting systems.
  • Ohio BUSTR Class A/B or Class C operator training, stormwater inspection credentials, or other applicable media-specific qualifications.

Responsibilities

  • Serve as the primary on-site compliance coordinator for GRC-ATF across waste, POL/tank, spill, stormwater, and wastewater programs, maintaining awareness of permits, plans, inspections, monitoring, records, deliverables, and corrective actions.
  • Evaluate facility operations, projects, material and waste storage, tanks, outfalls, wastewater discharges, construction activities, and spill conditions for potential multimedia environmental requirements, and route issues to the appropriate functional lead.
  • Conduct and document hazardous waste accumulation area, universal waste, used oil, POL/tank, stormwater, wastewater, construction, and other assigned compliance inspections; identify deficiencies and recommend corrective actions.
  • Support regulated and controlled waste activities at ATF, including generator coordination, waste determinations, profiles, accumulation-area management, shipment documentation, sampling coordination, and cradle-to-grave records.
  • Support SPCC, POL, and tank program requirements, including inspections, inventory validation, spill response guide updates, alarm and event documentation, closure or maintenance support, and corrective-action tracking.
  • Maintain ATF spill readiness and provide initial technical coordination for spill assessment, containment strategy, sampling, waste management, documentation, internal and external reporting determinations, and post-event follow-up within delegated authority.
  • Support stormwater permit implementation through site surveillance, wet- and dry-weather inspections, outfall screening, construction and post-construction BMP inspections, sampling coordination, documentation, and recommended updates to stormwater pollution prevention and management plans.
  • Support wastewater compliance through permit-condition awareness, sampling and analytical coordination, discharge monitoring data review, inspection support, equipment checks, reporting inputs, and investigation of abnormal or potentially noncompliant conditions.
  • Coordinate with laboratories and functional-area leads on field sampling plans, chain of custody, data quality, analytical results, and follow-up actions.
  • Prepare or support ATF compliance reports, inspection records, permit data, corrective-action responses, environmental status updates, and audit documentation across assigned media.
  • Analyze cross-media findings and operational changes to identify cumulative compliance risks, conflicting requirements, recurring issues, and opportunities for integrated corrective action.
  • Support environmental audits, regulatory inspections, investigations, emergency drills, project reviews, meetings, and field activities, providing accurate ATF records and site knowledge.
  • Coordinate closely with Hazardous Waste Specialists at Lewis Field and applicable waste, POL, stormwater, wastewater, and spill functional leads to ensure consistent practices across both GRC locations.
  • Independently evaluate multimedia compliance conditions, determine which requirements, functional leads, records, or corrective actions are implicated, and prioritize findings based on regulatory, environmental, safety, mission, and schedule consequences.
  • Own ATF issue coordination and tracking through closure, recognizing matters that require Government approval, regulator contact, or specialist review.
