We are seeking an Environmental Compliance Specialist (CS Project Manager 2), focusing on stormwater compliance. Come join us! This position is in central Connecticut and is a hybrid position, in office approximately three days a week and work from home approximately two days a week. The ideal candidate would provide support to clients in meeting federal, state, and local environmental rules and regulations specific to SPCC Plans and stormwater permitting.

Requirements

  • Bachelor’s degree in engineering, environmental studies, ecological sciences, or another related technical field.
  • At least 5 years of practical experience with environmental compliance requirements, especially related to SPCC Plans and stormwater discharges.
  • At least 1 year of stormwater project management experience, with multiple years a plus.
  • Proficient in regulatory research and interpretation.
  • Knowledge of basic chemical/physical science parameters including but not limited to flash point, boiling point, pH, solubility, and density.
  • Clear and concise written and verbal communication skills.
  • Ability to work independently and effectively in a team environment.
  • Skilled at effectively communicating complex information to clients and stakeholders in a meaningful and accurate way.
  • Critical thinking and problem-solving skills.
  • High degree of personal accountability for work quality.
  • Excellent interpersonal, written, verbal and electronic communication skills.
  • Proficiency in technical reporting writing.
  • Strong planning and organizational skills.
  • Ability to travel up to 30% of the time.

Nice To Haves

  • CHMM or other professional certifications (e.g. EIT, P.E., CSP)
  • Experience with stormwater and SPCC Plan regulatory programs.
  • Knowledge and/or experience with other environmental regulatory programs (e.g., air, wastewater, toxics reporting, hazardous waste, etc.) is preferred and a definite plus, but not required.
  • Experience conducting training classes is preferred but not required.

Responsibilities

  • Lead implementation of CT DEEP MS4 General Permit requirements, including SWPPP updates, annual reporting, and Minimum Control Measure compliance.
  • Advising and assisting clients in determining the applicability of rules and regulations and obtaining or renewing necessary permits.
  • Developing and presenting compliant solutions that enhance business operations, continuity, and growth.
  • Coordinate dry-weather screening, outfall prioritization, mapping updates, and illicit discharge investigations for municipal systems.
  • Ensure adherence to CT DEEP stormwater permits (MS4, industrial, construction), prepare compliance documentation, and support inspections.
  • Advising and assisting clients in meeting plan and permit obligations such as permitting, no exposure, inspections, discharge monitoring, BMP implementation, and reporting.
  • Developing compliant SPCC Plans and Stormwater Pollution Prevention Plans (SWPPPs) for clients.
  • Assist facilities with SWPPPs, routine inspections, benchmark monitoring, corrective actions, and permit renewals.
  • Training clients and employees in SPCC Plan and stormwater requirements.
  • Performing regulatory compliance audits to review client operations to ensure they adhere to all relevant environmental laws and regulations.
  • Coordinate field assessments, catch basin inspections, drainage mapping, and data management using GIS platforms.
  • Recommend, design, and track stormwater BMPs for municipalities and private clients, including post-construction and good-housekeeping measures.
  • Prepare and review E&S plans, evaluate construction-phase controls, ensure compliance with CT DEEP Construction General Permit, and coordinate field inspections for stabilization and BMP effectiveness.
  • Support design and review of municipal and commercial stormwater infrastructure, including hydrologic/hydraulic calculations, drainage system layout, conveyance sizing, and integration of LID/green infrastructure features.
  • Conducting client and project management activities including proposal writing, cost estimation, oversight, invoicing, etc.
  • As need and opportunity dictate, assist in facility audits and assessments, preparation of Form R reports, Tier 2 reports, Form S reports and TURA Plans (MA), hazardous waste biennial reports and contingency plans, air emissions reporting and air emissions permit preparation, wastewater permits, including SIU and non SIU pretreatment permits, wastewater reports and sampling, and solvent management plans.
  • As need and opportunity dictate, prepare and conduct training classes for clients in support of regulatory programs they may be subject to, as described above.
