About The Position

The Facilities Management Division of the New York Police Department is seeking a City Research Scientist III to serve as an Environmental Compliance Specialist. This role involves planning, coordinating, and overseeing the development, implementation, and maintenance of agency environmental compliance programs. The specialist will manage environmental aspects of construction and environmental projects, conduct inspections, perform research, ensure compliance with codes and regulations, assist with permit applications, resolve violations, and develop agency environmental policies and training.

Requirements

  • A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
  • Education and/or experience which is equivalent to the above.
  • All candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience.
  • Two years as a City Research Scientist Level I can be substituted for the experience required.

Responsibilities

  • Oversee the development of contracts related to the environmental components of various construction and environmental projects, assist with procurement coordination, bidding negotiations.
  • Conduct environmental compliance inspections covering a wide range of environmental compliance areas, including Waste Management (RCRA/NYS REG), Storm water (MSGP/MS4/SPDES), Remediation of Petroleum Storage (PBS, SPCC), and Wetlands.
  • Engage in or conduct complex research, investigations, studies and examinations related to the environmental functions or activities of the agency, act as agency environmental liaison.
  • Approve or supervise the design, engineering, inspection, construction, demolition and/or alteration of premises, installations and equipment to ensure compliance with contracts, drawings, specifications, codes, resolutions, statutes, rules and regulations.
  • Assist agency staff in the preparation of environmental permits.
  • Assist in resolving environmental related violations.
  • Supervise the installation, inspection and testing operations at job sites, as well as contractor activities. Ensure compliance with regulatory agency permits, regulations or programs including Spills, Brownfield Cleanup, Environmental Restoration Storm Water and Materials.
  • Develop agency environmental program, establish policies and procedures related to scoping, planning, budgeting, and compliance and delivery methodologies; develop best practices for project execution and management. Develop agency environmental awareness and procedural standards and related training.
