About The Position

The Environmental Compliance Specialist is a member of Reworld’s Environmental team who ensures ongoing regulatory compliance, completes environmental testing, leads efforts to renew and secure facility permits, and teams with other Reworld staff on growth opportunities across the firm. This position is based at the Reworld SEMASS Thermomechanical Treatment Facility (TTF) in Rochester, MA. This position reports to the Senior SEMASS Environmental Compliance Specialist and works closely with the Regional Landfill Manager and Regional Environmental Director to cover other environmental programs. In addition, this position supports other Reworld satellite facilities across Central and Eastern Massachusetts, including transfer stations (TS’s), landfills (LF’s), and material processing facilities (MPFs). Effort breakdown is approximately 50% for SEMASS TTF and 50% for supporting facilities. This position is responsible for various environmental activities including: regulatory compliance testing and reporting (air, ash, solid waste, storm water, wastewater, potable water, programs, etc.), permitting for ongoing and expanded facility permits to construct and operate, teaming with other Reworld staff for growth opportunities, and overseeing the SEMASS community outreach program for the diversion of mercury and mercury-containing products from the waste stream.

Requirements

  • Bachelor of Science degree in Engineering, Engineering Technology (Chemical, Mechanical, Civil/Environmental) or a related Scientific discipline (Environmental Sciences, Chemistry, Biology). Substitute experience (Power Plant/Industrial Operations, Military) might be considered, depending on the candidate.
  • Three to five or more years of direct, relevant environmental experience is desired. Can be a combination of work experience and education.
  • Knowledge or experience in Power Plant operations or similar industrial, commercial, or military operations (boilers, etc.) and applicable air pollution control systems is desired.
  • Familiarity with solid waste facility operations including transfer stations, landfills, and/or material processing and recycling facilities is desired.
  • Experience interacting with regulatory agencies and communicating technical information to diverse audiences.
  • Knowledge of environmental and operational data management systems.
  • Knowledge of environmental testing, monitoring and reporting.
  • Strong ability to work independently while effectively collaborating in cross‑functional teams.
  • Ability to meet reporting and testing deadlines and requirements across multiple regulatory programs (air, solid waste, water, hazardous waste, etc.) and multiple agencies (federal, state, local).
  • Strong written, verbal communication, and listening skills, including technical documentation and presentations.
  • Proficiency with Microsoft software platforms: Excel, Word, PowerPoint, Teams, and SharePoint.
  • Demonstrated commitment to safety, environmental sustainability and stewardship, and continuous improvement.
  • Day travel (10%-20%) supports satellite Reworld facilities in Eastern and Central Massachusetts.
  • Availability to work evenings, weekends, or holidays (occasionally) to support environmental permitting, testing, and compliance duties.
  • Must be able to work in all locations within the plant, in extreme heat and cold, and in dusty, noisy, and wet conditions.
  • Must be able to wear a respirator, climb a ladder to access equipment and work from heights using fall protection, lift heavy objects, and perform other manual labor, including pushing, pulling, sweeping, and shoveling.

Nice To Haves

  • Experience with Copilot is a plus.
  • Professional Certification(s) are a plus, including Massachusetts-registered Professional Engineer and Massachusetts-registered Drinking Water Operator.

Responsibilities

  • Teams with the Senior SEMASS Environmental Compliance Specialist to ensure that all environmental testing, permitting, and compliance programs for the SEMASS TTF meet federal, state, and local requirements. These include air and continuous emissions monitoring systems (CEMS) programs, solid waste programs, and all water programs (stormwater, wastewater, potable water).
  • Ensures testing documentation, records, and submittmits are complete, accurate, timely, and maintained in accordance with regulatory and Reworld internal standards.
  • Analyzes and interprets testing and environmental data to assess compliance status, identify trends, and support continuous improvement opportunities in operational and environmental performance.
  • Manages environmental testing for the Reworld satellite facilities to address air, solid waste, and water regulatory programs either directly or in combination with subcontractors (consultants, engineers, testing laboratories).
  • Prepares and submits related environmental compliance reports to applicable agencies.
  • Conducts periodic environmental walkdowns of Reworld facilities to review compliance with the required environmental programs and prepares inspection summary reports for distribution to the Facility operations team.
  • Monitors changes in federal and state environmental regulations and methodologies, evaluates their impacts on existing environmental programs, and supports updates to test plans and compliance strategies.
  • Attends regulatory conferences and webinars to keep current on proposed changes to regulations and standards that may affect Reworld facilities.
  • Oversees the SEMASS community outreach program for the diversion of mercury and mercury-containing products from the waste stream.
