About The Position

Under immediate supervision, performs inspections for commercial, and municipal establishments to ensure that waste discharged is in compliance with City ordinances, State, and Federal mandates and processing capacity. Assists in City recycling projects, hazardous waste collection center, and ensures public safety and an increase in public awareness. This position is part of the Environmental Compliance Division, responsible for supporting the administration and coordination of local, state, and federal environmental compliance programs. This position assists with the implementation, monitoring, inspection, and reporting activities related to Sewer Pretreatment, NPDES Stormwater programs, Household Hazardous Waste, Solid Waste and Recycling. The Environmental Compliance Inspector I conducts field inspections, responds to service requests and environmental concerns, documents findings, and assists with compliance, education, and enforcement activities as assigned. This position works closely with businesses, residents, outside agencies, and City staff to support program goals and help ensure regulatory compliance. Incumbents are expected to exercise sound judgment, work with increasing independence, and provide technical support to departmental staff as needed. The position may also respond to environmental incidents or emergencies in the field and perform related duties in support of the Division’s operations.

Requirements

  • Six (6) months of experience in environmental science, chemistry, biology, microbiology, or related field.
  • High School Diploma, GED supplemented by college level course work.
  • Possession of, and continuously throughout employment, a valid California Class “C” Driver’s License.
  • Knowledge of Intermediate Mathematics
  • Knowledge of Appropriate safety precautions & procedures
  • Knowledge of Basic principles of public relations
  • Knowledge of Hazardous Materials handling, transporting storage, and disposal techniques.
  • Knowledge of City collection system and storm sewer.
  • Knowledge of Sampling and chain of custody procedures.
  • Knowledge of Confined space entry.
  • Knowledge of Hazardous materials Collection system/sanitary sewer/storm drain system.
  • Familiarity with environmental compliance standards, practices, and regulatory requirements.
  • Relevant tools, software, and/or technology used within the role.
  • Understanding of organizational policies, procedures, and best practices.
  • Principles and practices of excellent customer service.
  • Safe work practices, OSHA regulations, and workplace health and safety procedures to ensure a safe working environment.

Responsibilities

  • Assists in conducting onsite inspections of industrial, commercial, municipal, and governmental establishments whose waste products may be potentially hazardous or deleterious if discharged into public sanitary sewer system without adequate pretreatment.
  • Learns basic characteristics of industrial wastewater; performs pretreatment administration, plan checks, permitting renewals, chemical sampling, and public outreach.
  • Inspects and evaluates floor drains, sand traps, settling chambers, neutralizing tanks, grease removal equipment, and all other equipment used in control and disposal of industrial and commercial wastes.
  • Checks and reviews the volume content and temperature of industrial and commercial discharges into the sanitary sewers.
  • Samples industrial and commercial wastewaters by obtaining grab samples or through the use of automatic sampling equipment and composite samples; deliver samples to laboratory; reviews laboratory results with Environmental Control.
  • Assists in the performance of field measurements of industrial/commercial wastewater flows; performs field work to inspect overflows and illegal discharges.
  • Checks for explosive and toxic gas in sewers and storm drains.
  • Maintains monitoring equipment; maintain records of inspection and monitoring activities.
  • Operates Department vehicles; assists in operation of Household Hazardous Waste Center and assists in City recycling program.
  • Assists in stormwater management; may assist in development of city water distribution system.
  • Performs administrative activities for business licenses and related; facilitates industrial and commercial audits and inspections; communicates and adheres to all business license approval policies for industrial facilities.
  • Performs exceptional customer service and monitors Pretreatment, National Pollutant Discharge Elimination System (NPDES) storm water, Household Hazardous Waste, and solid waste/recycling programs to ensure compliance with City, State, and Federal regulations.
  • Establishes and maintains cooperative working relationships with those contacted in the course of work.
