About The Position

The Massachusetts Department of Environmental Protection (MassDEP) is seeking an Environmental Analyst III (EA III) to join the Southeast Regional Office’s Bureau of Waste Site Cleanup (BWSC) Emergency Response Program in Lakeville, MA. This position plays a critical role in safeguarding the region’s environment by ensuring immediate and effective response to environmental emergencies, such as oil spills and chemical fires, and overseeing the assessment and cleanup of hazardous waste sites. The EA III will investigate sites contaminated with oil and hazardous materials and ensure compliance with M.G.L. c. 21E and the Massachusetts Contingency Plan. This role offers a unique opportunity to make a direct impact on public health and environmental protection across Southeastern Massachusetts, serving 84 cities and towns, including Cape Cod and the Islands.

Requirements

  • Four years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health.
  • At least two years of professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health.
  • An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required experience.
  • A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required experience.
  • A Graduate degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required experience and one year of the required professional experience.
  • Educational substitutions will only be permitted for a maximum of one year of the required professional experience.

Nice To Haves

  • Professional experience in environmental sciences relating to the assessment and cleanup of hazardous waste sites.
  • Professional experience reviewing and interpreting environmental plans and reports to assess conditions at waste sites, evaluate risks posed to human health and the environment, and determine the need for remediation of waste sites to applicable standards.
  • Professional experience investigating the environmental transport, fate, and impacts (both human health and ecological) from contamination at waste sites.
  • Professional experience in (1) sampling soil, air and groundwater; and (2) appropriate analytical methods for soil, air and groundwater.
  • Interdisciplinary knowledge in environmental sciences, principles, and practices.
  • Ability to communicate technical issues to Licensed Site Professionals, Potentially Responsible Parties, and the public.
  • Comprehensive knowledge of M.G.L. c. 21E, the Massachusetts Contingency Plan, BWSC policies and guidance documents, and field-testing protocols.
  • Excellent written and oral communication skills.

Responsibilities

  • Respond to emergencies involving releases and threats of release of oil and hazardous materials to the environment, during regular work hours and non-business hours.
  • Oversee response actions needed to stabilize and contain sudden releases of oil and hazardous materials.
  • Recommend remediation techniques that are appropriate based on the nature of contaminants involved, hydrogeologic conditions, the potential for exposure to sensitive human and environmental receptors, and alternative remediation technologies.
  • Conduct field inspections and collect samples to evaluate compliance with applicable environmental regulations, policies and conditions of approval.
  • Represent MassDEP at meetings with local officials, Licensed Site Professionals (LSPs), regulated entities, and other stakeholders.
  • Communicate technical information and regulatory requirements to regulated entities, consultants, local officials, and the public, including issues related to vapor intrusion, groundwater hydrology, environmental chemistry, risk assessment, and risk communication.
  • Conduct meetings with agency contractors and staff regarding investigation and cleanup of releases of oil and hazardous materials.
  • Oversee the activities of State Contractors at state-lead response actions.
  • Determine enforcement actions and corrective measures; recommend operational strategies for dealing with compliance and enforcement; and generate enforcement notices and orders based upon the identification of noncompliance and consistent with MassDEP’s Enforcement Response Guidance Document.
