About The Position

This is an Environmental Administrator-SES position responsible and accountable for the performance of the field staff under their supervision. Work is performed under the supervision of the Environmental Administrator - HLTH. This position requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions. This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. This position is a supervisory position and is required to maintain confidential information in accordance with the Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) Information Security, Policy, Protocols and Procedures. Has access to Health Management System (HMS) to enter and approve Daily Activity Report (DARS). Enter and updates information in Environmental Health (EH) database including inspections, permits, customer and billing information.  May view, update and release information as needed. Has access to add and update the Environmental Health Data Set. Serves as the Program Professional Engineer for the environmental engineering programs and serves as the program Section Chief for the Water Programs including the Drinking Water Supply, Wastewater Treatment, Transmission, and Disposal, Well Construction, Septic Program and Public Swimming Pools.  Administers the State and County permitting systems for the construction/operation of regulated facilities; participates directly in the review of controversial projects; certifies issuance of permits as required by regulations or program procedures to be in compliance with regard to the functional performance of equipment and systems.  Coordinates compliance with the requirements of the Health Department’s Specific Operating Agreements with Florida Department of Environmental Protection (FDEP) and the interagency agreement between Department of Environmental Protection (DEP) and Dept. of Health.  Provides support for professional engineering certification of all technical evaluations as required by Florida law and assists the Division Director on all engineering affairs.  Recommends policies and assists the program Director in their development and implementation of rules and regulation of DEP, FDOH, and the Board of County Commissioners.  Assists with planning, organizing and coordinating the activities of the various engineering programs. Participates in meetings and conferences with other state and local agencies regarding environmental engineering activities. Prepares, plans and participates in the interpretation and promulgation of environmental rules and regulations; assists the development of environmental policies in order to protect air/water quality and to assure that proper safeguards are implemented to prevent adverse effects on public health and safety. Coordinates enforcement of environmental health regulations and permitting functions with utility, planning, building and zoning departments. Responsible for oversight and implementation of new or enhanced state requirements for monitoring and informing the public about the potential dangers of Harmful Algal Blooms (HAB).  Responsible for reviewing/interpreting FDEP/FDOH HAB periodic data reports and coordinating the acquisition and posting of Alert/Caution throughout the county.  Participate in the standard activities; Outreach, Suggestions, and/or Teamwork. Perform other duties as assigned.

Requirements

  • Knowledge of the terminology, principles and analytical techniques of the physical or natural sciences including ability to collect, evaluate, analyze and interpret scientific or technical data; prepare technical reports
  • Ability to use computers
  • Ability to understand and apply applicable rules, regulations, policies and procedures relating to environmental programs
  • Ability to understand and follow legislative policy direction as established in Florida statutes
  • Ability to work independently, plan, organize and coordinate work assignments
  • Ability to communicate effectively establish and maintain effective working relationships with others; and utilize problem-solving techniques.
  • Ability to document soil borings in accordance with USDA
  • Ability to measure and calculate drain field evaluations and size.
  • Ability to supervise
  • Bachelor's Degree in Engineering, Physical or Natural Science; Master's Degree in Engineering, Physical or Natural Science or Doctorate Degree in Engineering, Physical or Natural Science.
  • Registered as a Professional Engineer in accordance with Florida Statute 471.
  • Either a Register Environmental Health Professional (R.S., R.E.H.P., R.E.H.S.) with the Florida Environmental Health Association or the National Environmental Health Association or Certified in all levels of the Onsite Sewage Treatment and Disposal program by the Florida Department of Health. Standards Certification which includes minimum standards of education, training or experience per Chapter 381 F.S.
  • Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.
  • Emergency duty required of the incumbent includes working in special needs shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
  • Valid Driver’s License.
  • Hard hat and steel toe safety boots are required for this position.
