About The Position

This is a professional administrative, consulting, and supervisory position responsible for planning, assigning, supervising, and directing the activities of the Chiefland Seed Source Foundation and working with bureau staff and nursery owners for the production of registered seed and liner production.

Requirements

  • A bachelor's degree from an accredited college or university and one (1) year of experience in apiculture, environmental protection, regulation, or health; one of the physical or natural sciences; or engineering; or
  • Two (2) years of experience as an Environmental Specialist I or higher with the State of Florida; or
  • Two and a half (2.5) years of experience as described above.
  • Requires possession of a valid Class E driver license.
  • Public Applicator License, Authorized Certification Official.
  • Must obtain restricted-use pesticide license within six months of initial employment and must maintain licensure thereafter.
  • Occasional travel, including overnight and sometimes up to two weeks at a time on an emergency program, required.
  • Knowledge of basic management principles and practices.
  • Knowledge of tractors, sprayers and other implements used in the cultivation of citrus.
  • Knowledge of plant growth, plant nutrition, insects and diseases.
  • Knowledge of citrus varieties and rootstocks.
  • Ability to repair and maintain physical facilities including the knowledge of basic construction techniques with the ability to make minor repairs.
  • Ability to motivate, train, and supervise employees.
  • Ability to understand and apply federal and state rules and procedures.
  • Ability to determine work priorities, assign work and follow up on completion of work.
  • Ability to work in hot, cold, and humid environments.
  • Ability to walk on uneven ground and in inclement weather.
  • Ability to lift 50 lbs.

Responsibilities

  • Plans, schedules, supervises, and provides training in grove production and cultural care for assigned positions.
  • Recruits and assists in the selection of personnel to fill vacancies in foundation seed block.
  • Oversees foundation tree production, planting and cultural care in Levy County.
  • Coordinates the planning for tree production by anticipating seed variety demand and having seed production peak for timely distribution of material to customers.
  • Keeps seed source trees in optimal production by planning proper application rates for fertilizer, water, and insecticides.
  • Responsible for keeping insects out of greenhouses by maintaining structures and applying pesticides.
  • Supervises others in the collection and recording of test samples, data and horticultural observations from foundation trees.
  • Performs various field diagnostic tests for virus detection, participates in and supervises others in routine grove and nursery maintenance practices, such as fertilizing, spraying, pruning, cold protection, soil fumigation, propagation, planting and other care, as required.
  • Keeps records of foundation plantings, properly identifying the trees from nursery records and making permanent records of the tree status.
  • Inspects trees for virus symptoms during specified time periods and makes special inspections when required to investigate problems with records.
  • Consults with and assists bureau chief on development of program policy and other operational aspects of the clean stock program.
  • Monitors work performance of subordinates, including periodic written evaluations and discussions; counseling to develop skills and correct deficiencies; recognizing employee accomplishments; and recommending timely disciplinary actions as needed.
  • Approves timesheets and leave requests.
  • Documents recommendations for special pay increases, reclassifications, and disciplinary actions, when appropriate.
  • Efficiently carries out employee selection actions when vacancies are to be filled.
  • Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner.
  • Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures.
  • Organizes and provides leadership to other members of the bureau staff in harvesting fruit from the foundation for distribution to growers; visually inspects trees for health and vigor; makes records to preserve identity of the material to be distributed.
  • Witnesses the harvesting of seed and distribution from foundation trees, including the following duties:
  • Inspects trees for abnormal growth, true-to-type fruit and general tree condition, making sure the trees selected are properly virus-tested as indicated on records.
  • Takes seed orders from customers.
  • Records the number of seeds distributed and identifies the specific tree from which they were cut, keeping accurate records.
  • Tags individual bags of seed, recording exact tree, clones, and virus status.
  • Packages, mails, or distributes seed to nurserymen.
  • Oversees physical facilities at foundation seed location.
  • Consults in the design and construction of greenhouses when needed.
  • Schedule’s maintenance of all grove equipment and work areas keeping infrastructure and equipment in good repair.
  • Attends training seminars and meetings relating to scientific and educational research and development in the area of citrus; provides assistance to other bureaus with emergency programs of the division.
  • Performs other related duties as required by management.
