About The Position

This is an exciting opportunity to help shape the quality of health care in Florida. We are seeking to hire a Data Base Administrator-SES who desires to work to enhance the delivery of health care services through the Florida Medicaid Program.  This position requires a candidate who is creative, flexible, innovative, and who will thrive in a fast-paced, team based work environment. This position is located in the Bureau of Medicaid Data Analytics.  Join Data Analytics as we gather, explore, and examine data to provide meaningful and impactful analysis that shapes the future of Florida Medicaid.  As the Agency hub for analytics, reporting, and visualization, the Bureau of Medicaid Data Analytics examines critical aspects of Floridians’ health, health care services and costs, and is vital to managed care rate setting, health care economics, and health plan evaluation. This position is responsible for providing management and consultative services to the Bureau Chief and leads and oversees the Data Solutions Unit.  This includes, but is not limited to, supervising the preparation of all types of data analysis for the Medicaid program, including development and maintenance of quality control and peer review processes and consultation services for the Division.  The incumbent in this position is responsible for coordinating work and supervising employees.  The incumbent is responsible for communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work.  The incumbent in this position has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, and discipline subordinate employees supervised by the position or effectively recommend such action. The incumbent in this position shall maintain up-to-date knowledge concerning the Florida Medicaid program, including pertinent Federal laws and regulations, state statutes and rules, the Florida Medicaid State Plan and its amendment processes, Medicaid Managed Care Waivers and Medicaid program manuals.  The incumbent in this position shall remain informed about the operations of the Medicaid fiscal agent, including Medicaid claims processing, billing procedures, reimbursement methodologies and provider enrollment.  The incumbent in this position shall remain informed about Medicare and other federal and state health care related programs, including other state and national Medicaid-related research and demonstration projects, health care program innovations for special populations, and alternative financing and service delivery systems models.  The incumbent shall maintain knowledge about the Medicaid State Plan, waivers, regulations, and processes.  The incumbent in this position shall maintain up-to-date knowledge of the Florida Medicaid Management Information Systems (FMMIS), basic computer processing, statistical analysis software, and information retrieval and management reporting capabilities. The incumbent in this position leads, develops, coordinates, and/or executes strategic planning activities for the Data Solutions Unit in order to assist in implementing goals, objectives and priorities of the Medicaid program. The incumbent oversees program-planning activities in order to promote access to care, improve the quality of care and increase the efficiency and cost-effectiveness of the Medicaid program related to Medicaid programs.  The incumbent in this position is responsible for establishing and maintaining tools and processes to support analysis of large claim and eligibility data sets; working with other Bureaus and sections to ensure that databases and processes will capture all necessary data elements to support the Division’s data analytic needs.  The incumbent in this position is responsible for developing and maintaining quality control processes, such as peer review to ensure that analyses performed are accurate; and is responsible for developing and maintaining project assignment and tracking processes to assure that work is assigned to appropriate staff and completed timely and serving as internal consultant to projects and activities throughout the Medicaid program. The incumbent in this position is responsible for planning, organizing, executing and coordinating program training and for providing technical assistance regarding data analysis and data solutions for the Medicaid program, to ensure consistency in program operation and conformity with goals and objectives of the Agency and state and federal laws, rules, regulations and guidelines.   The incumbent is responsible for developing and training data analysts within the section on best practices to ensure consistent approaches and documentation are used in analysis as appropriate;  and ensuring that analysts are cross-trained such that sectional activities are not unduly delayed by staff absences or turnover. The incumbent in this position is responsible for directing the appropriate planning, organization, execution and coordination of program evaluation activities to evaluate the efficiency and effectiveness of data analysis and data solutions for the Medicaid program, and assess the achievement of goals, objectives and priorities of the Medicaid program.  The incumbent in this position shall represent the Agency in local, state or national meetings, conferences, workshops and seminars related to Medicaid data analytics.  The incumbent in this position shall lead and coordinate meetings within the Agency, between the Agency and other state agencies and with other organizations for the purpose of presenting and evaluating Medicaid data and data analytics.  The incumbent in this position shall participate in meetings, conferences and workshops on federal and state health care related programs and Medicaid data and data analytics.   The incumbent in this position shall prepare and deliver speeches and present programs to provider groups, provider associations, and other local, state and national associations and organizations.  The incumbent in this position shall represent the Medicaid office on health care related committees, task forces, and special projects as assigned.  Other duties as assigned.      This position is not a remote or telework position.

Requirements

  • Strong ability to apply data, programming, and management skills to run and analyze complex Medicaid data.
  • Strong ability to interpret results using a variety of techniques, ranging from simple data aggregation via statistical analysis to independent complex data mining.
  • Ability to report data and research activities in the form of speeches, position papers, publications, and reports.
  • Ability to compose technical documents.
  • Knowledge of statistical modeling and statistical problem solving.
  • Advanced knowledge of Excel, Access, or other Database programs.
  • Advanced knowledge of SQL, SAS, or SPSS and software package groupers.
  • Expert skills to write queries, extract data and pull together concise, detailed reports.
  • High level ability to manage and supervise professional staff.
  • Ability to travel with or without accommodations.
  • Five years of professional experience utilizing Excel, Access, or other database programs.
  • Five or more years of programming experience specifically utilizing SQL, SAS, or SPSS and software package groupers.
  • Five or more years of experience writing queries and extracting data from databases.

  • Preference will be given to candidates who have experience managing and supervising data research professional staff.
  • Preference will be given to candidates who have a bachelor’s degree or a more advanced degree from an accredited college or university in a relevant discipline such as mathematics, statistics, economics, actuarial science, computer information systems, or quantitative analytics.
