About The Position

Implements and maintains Authority-wide environmental health and safety policies, procedures, and programs, including those for environmental management systems, environmental compliance, industrial hygiene, general industrial safety, fire/life safety, electrical safety, and construction safety. May assist in the development of specific EHS programs use to conduct complex environmental safety surveys and accident investigations. Establishes system performance standards and independently assesses the system's performance, including compliance with federal, state, and local regulations. Conducts environmental safety audits and inspections and develops/maintains programs intended to reduce environmental risk associated with Authority activities to restore impaired property. Ensures coordination and cooperation between the Office of Environmental Health & Safety and other MARTA Departments on all environmental and industrial hygiene related matters. Has the authority and responsibility to suspend unsafe and/or environmentally hazardous operations to protect employees, the public, property, and the environment. Supports the implementation and maintenance of the Authority’s environmental health & safety programs to include environmental compliance, environment management systems, environmental due diligence, and environmental remediation by developing plans and other procedural documents, developing training materials, developing inspection and audit programs, and conducting associated activities (i.e., inspection training sessions, field work, and related activities. This includes general industrial safety, industrial hygiene, fire and life safety, hazardous materials management, confined space safety, and personal protective equipment. Responsibilities involve developing plans and procedural documents, creating training materials, designing inspection and audit programs, and conducting related activities such as inspections, training sessions, field work, and other associated tasks. Supports the implementation and maintenance of the Authority’s environmental health and safety programs, focusing on construction safety and electrical safety. Requirements

Batchelor’s degree in Engineering, Geology, Environmental Sciences, Chemistry, Industrial Hygiene, or a related discipline is required.
Six years of directly related experience in environmental and safety codes and regulations, EHS program development and implementation, and conducting complex environmental safety surveys, assessments, and accident investigations are required.
Must possess a working knowledge of state and federal environmental regulations and industry standards applicable to environmental management.
Excellent verbal and written communication skills are required.
Working knowledge of Microsoft Office software (Word, Excel, and PowerPoint), including the transfer and conversion of electronic media into usable formats, graphing, photo editing and statistical analysis.
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
Ability to write reports, business correspondence, and procedure manuals.
Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.
Ability to work with mathematical concepts such as probability and statistical inference, geometry, and trigonometry.
Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Able to work variable hours and shifts and be on call for environmental and health & safety emergencies.
Must be capable of documenting industrial worksite inspections and audits through various means, which include, but are not limited to, still video camera, laptop computer, tape recorder, handwritten notes, and drawings.
Personnel in this class will be required to successfully complete the Authority’s Level 2 Wayside Access training and may be called upon at any time to enter the wayside in performance of assigned duties.
This will require knowledge of and ability to perform train-flagging procedures to control train movement for the protection of the individual or others on the wayside.

Nice To Haves

Experience with Environmental Health and Safety Programs in a transit environment is desired.
Professional certification or registration in a safety discipline (Professional Engineer, Professional Geologist, Certified Safety Professional, Certified Industrial Hygienist, or Certified Hazardous Materials Manager) is preferred.
Completion of 24- or 40-hour HAZWOPER course is preferred.
The employee may be required to complete Public Transportation Agency Safety Certification after hire.

Responsibilities

Implements and maintains EHS programs, policies, and procedures that establish standards and responsibilities for affected Departments, Divisions, and facilities to ensure compliance with local, state, and federal laws regarding environmental safety.
Ensures that work and work products align with Environmental Health & Safety procedures and guidelines.
Leads facility and site inspection and audit programs for personnel, equipment, and facilities to ensure compliance with Authority EHS programs, policies, and procedures, as well as local, state, and federal laws.
Identifies, develops, and communicates corrective and preventive actions to Authority stakeholders.
Collaborates with these stakeholders to ensure the effective implementation of the identified corrective actions.
Monitors the effectiveness of safety and environmental controls on work performed by employees, consultants, contractors, and subcontractors to ensure compliance with established standards.
Collaborates with other departments to address open inspection items and resolve any concerns.
Leads and responds to investigations of incidents, accidents, near misses, environmental spills, chemical releases, and similar events to determine causes and identify preventive measures.
Conducts and documents interviews with witnesses and responders and communicates and tracks related corrective actions.
Ensures that Environmental Health & Safety programs, align with MARTA’s Environmental Management System (SMS), and Quality Management System (QMS) programs.
Collects data to support Environmental Health and Safety performance measures and metrics.
Analyzes Environmental Health and Safety performance measures and metrics.
Provides technical guidance and assistance to functional areas concerning EHS programs.
Performs other related duties as assigned.
