About The Position

The Entitlements Specialist Coordinator takes direction from supervisory/management staff to process, maintain, and complete various entitlement-related tasks. This role involves managing client case records, maintaining monthly entitlement account records, staying updated on entitlement benefits, collaborating with internal departments, developing external agency contacts, and providing counseling to residents and staff. The position requires strong organizational skills, attention to detail, and the ability to work under pressure to ensure timely and accurate processing of client benefits and agency revenue.

Requirements

  • Bachelor’s degree (B.A.) plus 2 years’ experience in social/human services (providing services to individuals with psychiatric disabilities a plus), entitlement or related area of service, OR Associate degree plus 4 years of above experience, OR High School diploma/G.E.D. plus 6 years of above experience.
  • Excellent verbal and written communication skills.
  • Developed computer literacy.
  • Ability to design forms for the collection of information.
  • Highly organized and detail-oriented.
  • Ability to complete tasks in a timely manner.

Responsibilities

  • Maintains Entitlement client case records in a timely and accurate manner, including filing correspondence and documents, and recording all interactions in the client case record.
  • Utilizes the Entitlement case record as an analytical tool for information access, problem-solving, and reporting.
  • Archives hardcopy files in compliance with records retention policies.
  • Maintains and updates monthly Entitlements programs’ Benefits Amounts spreadsheets, recording incoming entitlement funds and monitoring fund flow.
  • Maintains accurate and up-to-date Direct Deposit records for SSA eligible consumers, processing necessary paperwork for opening and closing Direct Deposit.
  • Scans copies of prior month entitlement checks into the Entitlements folder.
  • Stays familiar with and utilizes resources such as The Public Benefits Research Center (PBRC) Manual, PDR, POMS, HRA Policy Directives, and ACCESS HRA for case management.
  • Prepares presentations for consumers and clinical staff using various resources.
  • Maintains the electronic data system and uses e-mail service daily.
  • Reads and understands regularly issued ICL reports, integrating the information into case management activities.
  • Analyzes Finance reports, researches individual consumer information, and determines further actions.
  • Maintains ongoing contact with other ICL Departments, programs’ staff, clinical managers, and doctors for accurate case management.
  • Develops and maintains collateral agency contacts and relationships to process entitlement information and maximize benefits.
  • Utilizes collateral agency contacts for entitlement knowledge and advocacy skill enhancement.
  • Communicates effectively, orally and in writing, with collateral agencies to initiate, maximize, and continue resident benefits and services.
  • Effectively communicates with high-level collateral staff to ensure timely and efficient processing of client benefits cases.
  • Serves as a client advocate in front of SSA court and at PA, Medicaid, and SNAP Fair Hearings.
  • Collects and processes medical documentation and forms for client Hearings.
  • Maintains scheduled Entitlement counseling meetings for outreach and advisement to residents and staff.
  • Provides individualized benefits advisement services, including data collection, analysis, and recommendations.
  • Communicates effectively and sensitively with residents and staff, attuned to varying abilities to process complex entitlement information.
  • Attends all scheduled Entitlement supervisory and benefits training sessions.
  • Actively participates in the supervisory process and takes direction for daily tasks.
  • Enhances entitlement knowledge and skills through trainings to work effectively with residents, staff, and benefit systems.
  • Relays subsequent information from training sessions to co-workers and utilizes it in daily work.
  • Makes reasonable judgments to prioritize work tasks, organizing a paperwork and case management triage system to not jeopardize resident benefits or agency revenue.
