About The Position

The Colorado Department of Public Health and Environment's (CDPHE) Environmental Health and Protection Programs are responsible for safeguarding the public's health by preventing harmful exposures to a wide array of health hazards. The environmental programs administer and enforce laws and regulations regulating air, water, and land pollution; administer authorities delegated by the EPA, including the Clean Air Act, Clear Water Act, and Resource Conservation and Recovery Act; and administer state statutes including solid waste management, recycling, and environmental cleanup. The environmental programs consist of four divisions, staffing for multiple Type-1 commissions including the Air Quality Control Commission and Water Quality Control Commission and an environmental justice program. The Environmental Health and Protection Programs is also comprised of the CDPHE Enterprise Boards including the Air Quality and Clean Fleet Enterprise Boards (Air Enterprise Unit) which have independent decision-making authority and operate on statutorily-authorized fees that are not restricted to the State’s budget. This position reports directly to the Grants, Contracts, and Finance Liaison (FAA 00834). The Board Unit coordinates with the Enterprise Board of Directors and Air Pollution Control Division programs (particularly the Technical Services Program, the Air Toxics and Ozone Precursor Section, the Mobile Source Program, and Administrative Services Program) to provide subject matter expertise to the enterprise boards and is responsible for implementing the strategy, systems, processes, and guidelines needed to execute the board’s business. The Air Pollution Control Division’s Administrative Services Program provides contracting services for the CDPHE Enterprise Boards. This position exists to perform contract development and monitoring of the unit's programs. The position works with other staff and unit supervisors to provide support in enterprise budgeting, accounting, issuing enterprise contracts and other financial information and services. The position also engages with various internal and external stakeholders regarding enterprise programs. This position must independently use professional judgment and resources from a variety of areas to evaluate program needs compared with current funding levels and be able to learn and understand the programs’ operation.

Requirements

  • Six (6) years of relevant experience in air quality related matters, accounting, or contracts and grant administration.
  • A combination of related education in public administration, accounting, business, political science & policy and/or relevant experience in air quality related matters, accounting, or contracts and grant administration equal to six (6) years.

Nice To Haves

  • Experience with state of Colorado enterprises as described in the State Constitution.
  • Knowledge of state or federal procurement, contracting, or grants management processes.
  • Experience and knowledge of mobile source emissions in Colorado.
  • Experience with vehicle fleets and/or automotive dealerships in Colorado.
  • Familiarity with environmental or clean transportation programs, particularly in air quality or fleet electrification.
  • Demonstrated experience managing multiple grants and/or contracts over a multi-year period.
  • Excellent written and verbal communication skills, including the ability to effectively coordinate with external stakeholders, particularly with fleets and other automotive focused industries.
