Enterprise Procurement Operations Manager

About The Position

The State Procurement Services Division is seeking an Operations Manager to provide operational leadership for the state’s centralized procurement office, overseeing enterprise-facing support functions including procurement systems administration, help desk services, statewide purchasing card (P‑Card) program oversight, enterprise compliance reviews and training. This position reports directly to the Division Administrator and directly supervises six positions.

Requirements

Demonstrated ability to coordinate multiple operational functions (e.g., systems, help desk, training, or policy/program oversight) in a public or regulated environment.
Experience in supervision of staff, including assigning work, coaching, and evaluating performance.
Knowledge of public procurement practices, including applying laws, rules, and policies to procurement decisions.
Experience leading IT staff who administer procurement systems and provide customer support.
Ability to analyze data and processes to identify issues, improve efficiency, and strengthen internal controls.
Strong written and verbal communication, with a customer service and relationship‑building focus.
