About The Position

The Enterprise Preparedness Coordinator will be responsible for ensuring the successful disaster response of WVUHS through developing and conducting appropriate trainings, drills, and exercises directly related to facilities risk and vulnerability assessments. This position will identify preparedness gaps throughout the systems and use education and training to improve outcomes during emergencies. This position will engage external and community partners in training opportunities and ensure regulatory compliance with exercise requirements. This position will regularly participate in professional development to ensure organizational alignment with best practices. This position supports all emergency management (EM) activities of the Office of Resiliency and Clinical Preparedness.

Requirements

  • Bachelor’s degree in emergency management, Public Health, Public law, Law Enforcement, Education or related field OR four years in law enforcement, public safety, first responder or military service.
  • Completion of FEMA ICS 100, 120, 200, 700, and 800 courses, or completion within 3 months of hire.
  • Homeland Security Exercise and Evaluation Program completion within 6 months of hire.
  • Three (3) years of project management or emergency management experience.
  • Two (2) years of experience of instructing, facilitating training and conducting exercises.
  • Strong interpersonal, leadership and consensus building skills.
  • Operational problem solving/ decision making skills and experience.
  • Demonstrated ability to multi-task with strong verbal and written communication, presentation, training and teaching skills. Strong ability to facilitate and organize large groups.
  • Demonstrated ability to work independently with little supervision and work equally as well as a member of a team.
  • Ability to develop and maintain positive relations within teams and external parties.
  • Ability to communicate information regarding service, programs, areas of opportunity, and/or other information.
  • Proven ability to document and refine complex processes to project plans.
  • Excellent knowledge of Microsoft Office.

Nice To Haves

  • Hazmat certification (through OSHA, FEMA/CDP or other verified organization).
  • FEMA NIMS/ICS 300, 400.
  • Three (3) years’ experience in business continuity, emergency management/disaster preparedness, the field of risk management, or related field.
  • Experience conducting Business Impact Analysis, Business Process Analysis, interviews, surveys, and writing Business Continuity plans.
  • Working knowledge of FEMA, ASPR, HPP, CMS and Joint Commission standard compliance preferred.
  • Demonstrated knowledge of hospital operations and interactions.

Responsibilities

  • Provide education and training for emergency preparedness and operations related areas throughout the organization.
  • Develop course content and educational materials for emergency preparedness and utilize materials appropriate for the audience. Review and revise instructional objectives, plans of instruction, instructor guides, and student manuals.
  • Coordinate and provide appropriate emergency preparedness and operations related training for new employees, and refresher training for current employees.
  • Coordinate education and training sessions with skill assessments with ongoing quality monitoring.
  • Conduct periodic maintenance and checks on system emergency preparedness equipment and supplies to ensure that they are available and in good working condition.
  • Provide support for emergency management personnel across the system on training and exercise initiatives.
  • In coordination with department leadership, develop an annual business continuity training and exercise schedule.
  • Conduct trainings and exercises to evaluate the emergency operations and response plans.
  • Establish and maintain office files and records, including training and exercise materials.
  • Assist hospitals, clinics and system entities with all drills and exercises including tabletop, functional and full-scale drills in order to test WVUHS preparedness. Facilitate critiques of each drill/exercise recording lessons learned, and developing after action reports and improvement plans to address identified shortfalls.
  • Assist department leadership in System Risk Assessments and development of annual system-wide exercise.
  • If activated, participate in the System Incident Command Center as needed in designated roles.
  • Facilitate the implementation of facility-wide and/or department BCPs and other business continuity / healthcare continuity and recovery activities.
  • Ensure all emergency management and business continuity training activities and processes comply with Joint Commission, CMS, NFPA and OSHA for WVUHS facilities and associated clinics and practices.
  • Educate and train designated leadership, staff and other key stakeholders as required on the implementation of the Hospital Incident Command System (HICS).
  • Participate, coordinate, or facilitate in committees and taskforces, as assigned.
  • Provides project management coordination and support for projects and their activities including, but not limited to, determining the plan schedule of deadlines and project completion, developing action plans, and coordinates the implementation and completion in collation with appropriate internal and external parties.
  • Planning, developing, monitoring, evaluating, and managing curricula area.
  • Assessing training needs; developing and delivering training; and evaluating the effectiveness of training.
  • Coordinating and revising instructional formats, methodology, and utilization of technology to meet specific educational and programmatic requirements.
  • Regularly conduct train-the-trainer courses and educational programs.
  • Assist departments and clinics with training staff as needed to maintain EM proficiency.
  • Facilitate and coordinate system-level Affinity Groups, as assigned.
