About The Position

Knexus is seeking an Enterprise Federal Program Manager to lead the strategic oversight and tactical execution of large-scale, multi-stream technology programs across the Federal Civilian and DoW sectors. This role is designed for a visionary leader who bridges the gap between enterprise-level strategy and granular technical execution without losing sight of critical technical details. As the primary architect of program success, you will serve as the primary link between government requirements and technical execution. You will manage the delivery of sophisticated Cloud, AI, and modern software development solutions, ensuring they meet rigorous government requirements with technical precision and mission-focused impact.

Requirements

  • A minimum of 10 years of progressive leadership experience in federal (FedCiv/DoW) technology program management, with a strong emphasis on delivering complex technical solutions.
  • Experience managing projects related to cloud-native software development and/or AI/ML implementations.
  • Managed full-cycle project execution for FFP, CPFF and T&M contracts, overseeing all fiscal and operational deliverables.
  • Solid understanding of project management methodologies (e.g., Agile, Scrum, Waterfall).
  • Natural aptitude for leadership and team-building, with a track record of motivating cross-functional teams to achieve high-performance results.
  • Proven mastery in managing concurrent work streams and navigating competing priorities within fast-paced, evolving environments.
  • Must be a U.S. citizen and eligible for a S. government security clearance (Secret).

  • PMP, CSM, SafeAgile or equivalent industry-recognized certifications.
  • Exceptional interpersonal and presentation skills, with a proven ability to bridge the gap between technical execution and executive-level strategy.

Responsibilities

  • Lead and manage the full enterprise lifecycle of complex technology programs, from strategic initiation and resource planning to formal closure.
  • Serve as the principal point of contact for government clients and Contracting Officer's Representatives (CORs), ensuring all Performance Work Statement (PWS) requirements are met on schedule and within budget.
  • Oversee the operational and fiscal health of Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), and Time & Materials (T&M) contracts.
  • Partner with business development and technical leads to contribute subject matter expertise to proposals and identify new capture opportunities within the federal space.
  • Direct day-to-day sprint activities, including leading daily stand-ups, sprint planning, backlog grooming, and retrospectives.
  • Manage detailed task assignments and workflows within enterprise-grade platforms (e.g., Gitlab, Jira, MS Project) to ensure high team velocity and accountability.
  • Create and maintain comprehensive project roadmaps that define scope, resource allocation, and critical milestones.
  • Proactively identify and resolve bottlenecks in the development pipeline, specifically when deploying emerging tech within secure government frameworks.
  • Guide and mentor cross-functional teams, fostering a collaborative, high-performance culture across geographically dispersed environments.
  • Maintain deep expertise in Cloud-native software development and AI/ML implementations to provide informed guidance to technical teams.
  • Conduct technical progress reviews and produce essential artifacts, including stakeholder briefs and lessons-learned repositories.
