About The Position

The Department of Information Technology (DoIT) provides support to state agencies, the Executive Office of the Governor, the Governor’s coordinating offices, and a variety of independent agencies within the Executive Branch. Striving to provide the highest level of customer service to its internal and external customers, DoIT supports Maryland’s agencies and commissions through its leadership and strategic direction for Information Technology and Telecommunications, establishing a long range, target technology architecture, encouraging cross agency collaboration and advocating best practices for operations and project management. This is a management service position that serves at the pleasure of the appointing authority. This is a management position within the Maryland Department of Information Technology, responsible for strategic oversight and operational leadership of the Maryland Data Exchange Program—DoIT’s enterprise data management platform. The MDX Program delivers secure, innovative, and cost-effective technology solutions that enable Maryland state agencies to make informed, data-driven decisions and provide improved services to Maryland residents. The Maryland Data Exchange Program Manager leads a team dedicated to advancing enterprise-wide data sharing, integration, and analysis across state agencies. This role focuses on enabling secure, efficient data interoperability through standardized data models, robust metadata practices, and the strategic tagging and cataloging of data assets. The Program Manager ensures that cross-agency data exchanges are designed to support complex analytical needs, allowing agencies to derive actionable insights and inform policy and operational decisions. In addition to overseeing data governance and quality alignment, the position is responsible for integrating modern analysis and visualization tools, empowering users to explore and interpret datasets through accessible, front-end platforms. By fostering a connected data ecosystem, this role is central to enhancing data-driven decision-making and ensuring that Maryland's data assets are leveraged as strategic, shared resources across government. This position provides oversight of major projects and shared service initiatives, ensuring the successful delivery of modern, efficient data solutions. The Program Manager is also responsible for preparing and reviewing statements of work, monitoring performance analytics, and ensuring the timely and high-quality execution of all deliverables. Key administrative responsibilities include managing budgets, overseeing contracts, directing staff professional development, and conducting employee performance evaluations. The Program Manager also serves as the agency's subject matter expert on supported data technologies, representing DoIT in technical and policy-related forums, and ensuring program alignment with statewide strategic technology goals.

Requirements

  • Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.
  • Four (4) years of experience designing, developing, implementing and maintaining programs directly related to enterprise data infrastructure.

Nice To Haves

  • Experience with enterprise data platforms, databases, and data pipelines (e.g., GIS systems, cloud data platforms, BI tools).
  • Working knowledge of data security, privacy regulations, and risk management in a government context.
  • Working experience with enterprise data governance, including ownership, quality, lineage, and compliance.

Responsibilities

  • Make decisions on how to establish and ensure adherence to standard system operating procedures, service levels, status reporting, and disaster recovery plans for the Maryland Data Exchange platform, including procedures for data cataloging, tagging, and metadata management.
  • Make decisions on strategies and technical practices to implement and optimize the performance of MDX-managed systems, including interoperability frameworks, API integrations, and shared data pipelines that support cross-agency collaboration and analytics.
  • Make decisions on the implementation and use of tools that support data analysis, visualization, and user access via front-end platforms, ensuring consistency with data governance policies and statewide IT strategies.
  • Recommend, to the immediate supervisor, budgetary and contractual needs to adequately maintain and enhance MDX services, including investments in tools and platforms for cataloging, interoperability, and data visualization, while anticipating future scalability and innovation needs.
  • Recommend, to customers (state agencies), DoIT's shared service systems and data solutions, including those supporting data discovery, integration, dashboarding, and secure data exchange, to meet information technology and business intelligence requirements.
  • Recommend, to customers, collaborative and cooperative systems and solutions that benefit multiple agencies and support the mission of the state, the department, and the MDX team, particularly those that leverage shared metadata repositories, self-service analytics, and visual reporting tools.
  • Make decisions on standards and practices for capturing, managing, and distributing data across systems to support enterprise decision-making. Ensure appropriate mechanisms are in place to secure data assets and manage access, while facilitating transparency, usability, and interoperability.
  • Recommend and justify, to the immediate supervisor, training, staffing, and resource requirements necessary to support the effective operation, enhancement, and future growth of the MDX platform, including upskilling staff in areas such as data governance, cataloging, visualization, and integration tools.
