About The Position

The Broward County Aviation Department (Aviation Department) which operates the Fort Lauderdale-Hollywood International Airport and North Perry Airport is seeking an Enterprise Assistant Director of Business. This is an exciting opportunity to join one of the fastest-growing international Airports in the nation and be a part of a dynamic Airport Concession Program that currently has over 100 dining and retail concessions, as well as a rental car rental facility. The Assistant Director will lead, mentor, and oversee a dynamic team of professionals performing work in airport concession management related to the development and management of a multi-million-dollar concession program and general aviation real estate development located at the Fort Lauderdale-Hollywood International Airport (FLL), a large hub airport. The selected candidate will be responsible for concession and real estate development, concession and real estate tenant relations, participating in facility design and planning, concession procurement, seeking innovative and cutting-edge opportunitie s, management of various concession/real estate agreements, sales and productivity analysis and reporting, interaction with County staff, and supervision of assigned Aviation Department staff. The selected candidate will report to the Enterprise Director of Business. All Aviation Department employees must possess the ability to interact courteously with the public, Airport vendors, contractors, and fellow employees to maintain a professional work atmosphere by acting and communicating in a manner that promotes a positive work environment. This class works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive-level administrators through conferences and reports.

Requirements

  • Requires a Bachelor's degree from an accredited college or university with major coursework in business, accounting, finance, or relevant field. (One year of relevant experience may be substituted for each year of required education.)
  • Requires six (6) years of progressively responsible business and financial planning experience relevant to the area of assignment, aviation concession preferred , including four (4) years of relevant supervisory and administrative experience
  • Possess and maintain a Florida E Class Driver's License with authority to drive a county vehicle for the duration of appointment.
  • Must be able to obtain/maintain Airport security & customs badging.
  • Must be able to obtain/maintain airfield driving privileges.
  • Per the Code of Federal Regulations, Title 49, Part 1542, all airport employees must undergo a Criminal History Records Check (CHRC) and a Security Threat Assessment (STA) to obtain a Security Identification Display Area (SIDA) Badge, as required by the Transportation Security Administration (TSA)

Responsibilities

  • Responsible for directing the airport's concessions section through a group of property/concession managers, assistant property/concession managers, administrators, and administrative support staff.
  • Oversees airport's concession operations and real estate development.
  • Responsible for concession procurement process and real estate opportunities.
  • Oversees concession tenant development projects.
  • Concession/real estate contract review, development, negotiation, compliance, and processing.
  • Oversee concession/real estate leasehold inspections and enforcement.
  • Interact with concession/real estate tenants to ensure compliance with all laws, rules, and regulations.
  • Work with other Aviation Department Divisions to manage a safe, secure, and efficient Airport.
  • Ensure proper communication with the Airport's Senior and Executive staff.
  • Train, mentor, coach and develop assigned staff.
  • Prepare amortization schedules, capital improvements, sales and performance reports and analyses, cost-benefit analyses, and operational performance statements related to financial position and profitability.
  • Interact with and respond to solicitations from potential tenants, attorneys, and other persons interested in doing business with Broward County.
  • Prepare appropriate County paperwork to achieve Broward County Board of County Commissioners approvals.
  • Respond to unexpected emergencies or non-compliance by concession/real estate tenants.
  • Acts on behalf of the Division Director in his/her absence.
  • Represents the Airport at various conferences and functions.
  • Serves on professional committees and working groups as appropriate to further the Airport's business development mission.
  • Attends vendor conferences and tradeshows to seek innovative and new concession offerings.
  • Constantly plans a recurring ten (10) year vision for the Airport’s future concession’s program to include rental cars and the rental car facility.
  • Performs other related work as required.
  • Oversees the business functions of an enterprise agency which include staff management, budget monitoring, revenue development, purchasing, revenue/cash handling and auditing, contract development and monitoring, payroll, accounts receivable and payable, inventory, and grants.
  • Reviews and approves subordinate assignments and work status, attends staff meetings; reviews and approves expenditures, travel requests, employee attendance documentation, customer credit invoices; reviews and approves revenue reports, debt funding, p-card transactions, tax reports, customer security deposit sufficiency, and responses for financial responsibility.
  • Makes business recommendations for procedural changes in internal agency operations to improve efficiencies and enhance productivity; makes recommendations for achievement of strategic plans.
  • Assists with the development and achievement of goals, policies and procedures for the Division.
  • Represents division at meetings and negotiations with other relevant businesses and agencies.
  • Reviews and approves quarterly financial statements, performance measures, capital construction-in-progress status, and prepares and reviews performance evaluations; reviews and approves capital and operating budget, board and public budget presentation of budget.
  • Solicits and promotes agency business; travels and meets with customers and/or potential clients to promote the agency; prepares for and attends related business events.
  • Retains existing business by interacting with customers/clients and representatives of agencies; works with stakeholders to improve operating efficiencies; facilitates problem resolution as needed to address customers' needs and concerns.
  • Prepares and monitors budgets; prepares annual revenue budgets; assists with the Division expense budgets; prepares forecasts revenue of potential agreements.
  • Provides statistical market-share reports; develops marketing/promotional materials for trade shows, events, conferences, and meetings.
  • Reviews and approves annual financial statements, statistical reports, bond rating agency surveillance reports, and annual compliance audit reviews; reviews and approves special reports and analyses as needed.
  • Trains, mentors and develops agency staff.
  • Performs related work as assigned.
