About The Position

The Texas Health and Human Services Commission (HHSC) is seeking an experienced Enterprise Architect 3 / Master Data Management (MDM) Architect to support the Enterprise Information Management (EIM) team within the Office of Data Analytics & Performance (DAP). This role will serve as a senior technical leader responsible for designing, developing, and implementing enterprise-scale Master Data Management solutions that support integrated analytics initiatives across HHSC. The ideal candidate will possess deep expertise in Informatica technologies, enterprise data architecture, healthcare master data domains, and data governance practices. The selected consultant will play a critical role in ensuring that master data is trusted, governed, accessible, and effectively utilized to enable data-driven decision-making throughout the Health and Human Services system.

Requirements

  • 8 years of advanced Informatica and ETL development experience.
  • 8 years of experience applying Enterprise Information Management (EIM) best practices.
  • 8 years of experience designing and implementing Master Data Management solutions.
  • 8 years of experience developing Informatica PowerCenter custom solutions.
  • 8 years of experience using Erwin, ERStudio, or equivalent enterprise data modeling tools.
  • 8 years of strong communication, analytical, and interpersonal skills.
  • 8 years of experience working effectively with both technical and non-technical stakeholders while managing multiple priorities.
  • 8 years of demonstrated technical writing experience.
  • 5 years of Oracle Database Administration experience.
  • 5 years of experience installing and configuring Informatica Metadata Manager architecture.
  • 5 years of experience architecting enterprise-level Master Data Management solutions.
  • Bachelor's degree in Computer Science, Systems Engineering, Information Technology, or equivalent professional experience.

Responsibilities

  • Design and implement large-scale Master Data Management (MDM) solutions utilizing the Informatica technology stack.
  • Develop master data capabilities supporting healthcare provider and managed care member domains.
  • Define and implement identity resolution, trusted attribution, and governed reference data processes.
  • Architect scalable solutions for multi-terabyte MDM environments.
  • Develop and maintain Informatica-based MDM applications using Informatica Intelligent Data Management Cloud (IDMC).
  • Design and implement custom Informatica PowerCenter solutions.
  • Develop ETL processes integrating data from Oracle, Snowflake, and other enterprise systems.
  • Support application enhancements, upgrades, testing, and production deployments.
  • Manage metadata loading processes and maintain metadata repositories.
  • Collaborate with enterprise data architects and business stakeholders to define current-state and future-state data models.
  • Utilize data modeling tools such as Erwin and ERStudio to support enterprise data initiatives.
  • Ensure adherence to enterprise information management standards and best practices.
  • Promote enterprise data governance principles to improve data quality and accessibility.
  • Support integrated analytics initiatives through standardized master data practices.
  • Ensure compliance with agency coding, security, and architecture standards.
  • Participate in Agile planning, sprint activities, and deployment cycles.
  • Monitor project milestones and coordinate MDM implementation activities.
  • Support multiple initiatives simultaneously while maintaining delivery quality.
  • Translate complex technical concepts into business-friendly language for leadership and program teams.
  • Present findings, recommendations, and implementation strategies to executive stakeholders.
  • Serve as a trusted advisor on enterprise master data initiatives.
  • Develop and refine AI prompts and query strategies to retrieve and synthesize master data.
  • Create standardized prompt libraries and reusable templates for reporting needs.
  • Validate AI-generated outputs and identify potential inaccuracies or hallucinations.
  • Ensure AI-enabled processes comply with agency governance and reporting standards.
  • Promote adoption of emerging analytics and AI technologies across business functions.
  • Partner with IT teams, data engineers, business analysts, and program stakeholders to resolve data challenges.
  • Provide expert guidance regarding data interpretation and enterprise data strategy.
  • Identify data inconsistencies and recommend mitigation approaches.
