About The Position

The Enterprise Application (EA) Systems Manager provides technical, operational, and team leadership for the support, administration, maintenance and reliable operation of IT’s portfolio of business-critical enterprise applications. This position manages technical teams responsible for application support, systems administration, middleware and integrations, reporting and data services, and production operations. The EA Systems Manager establishes effective support practices, technical procedures, services standards, and operational controls to ensure applications are reliable, secure, available, and responsive to the needs of the judiciary. The position supports incident resolution, problem management, and leads application upgrades, releases, maintenance, troubleshooting, and lifecycle activities while coordinating closely with infrastructure, security, vendors, and business stakeholders.

Requirements

  • Bachelor’s degree in information systems or a related field and at least six (6) years of professional information technology experience.
  • Applicant experience should include three (3) years of management or supervisory experience within enterprise applications, application delivery, or a comparable technology function.
  • Equivalent combinations of education and experience may be considered for meeting the minimum requirements.
  • Demonstrated experience managing business-critical enterprise applications and multidisciplinary technical teams.
  • Experience overseeing application administration, middleware and integrations, reporting and data services, and production operations.
  • Strong knowledge of application lifecycle management, SDLC, testing, release and change management, incident and problem management, and production support.
  • Strong technical knowledge of enterprise databases, application servers and middleware, APIs, ETL/ELT, messaging, and integration technologies sufficient to lead technical teams and evaluate complex solutions.
  • Experience across enterprise database, application server, integration, and messaging technologies such as Oracle Database, SQL Server, Snowflake, NoSQL databases, Oracle WebLogic Server, REST/SOAP APIs, Informatica, Kafka, or comparable technologies.
  • Experience managing or supporting major enterprise application platforms, such as Salesforce, ServiceNow, ERP/CRM suites, or comparable systems.
  • Working knowledge of infrastructure, security, IAM, observability, cloud architecture, and migration concepts sufficient to manage application dependencies and collaborate effectively with technical partner teams.
  • Experience leading automation, AI, application modernization, cloud readiness, or technology transformation initiatives.
  • Strong leadership, technical decision making, stakeholder management, problem-solving, communication, and delivery management capabilities.

  • Working knowledge of Linux/Unix, Windows, PowerShell, Bash, Python, or comparable scripting and automation technologies.

Responsibilities

  • Lead and supervise multidisciplinary technical teams supporting enterprise applications, middleware and integrations, Informatica, and reporting and data services.
  • Manage staffing, workload, resource capacity, technical capability, priorities, performance, cross-training, succession planning, and professional development.
  • Establish service standards, technical accountability, and operating discipline; reinforce documentation, knowledge sharing, collaboration, and continuous improvement.
  • Ensure application reliability, performance, security, resilience, data integrity, and operational readiness.
  • Oversee application configuration, maintenance, upgrades, patches, releases, and operational changes across production and non-production environments.
  • Monitor application availability, performance, capacity, and operational health.
  • Establish and maintain application support procedures, technical documentation, runbooks, and knowledge articles.
  • Coordinate troubleshooting across application, database, middleware, infrastructure, network, security, and vendor teams.
  • Lead root-cause analysis for significant application incidents and ensure corrective actions are implemented.
  • Ensure applications are operationally ready following upgrades, releases, and infrastructure changes.
  • Maintain application dependencies, support models, technical inventories, and lifecycle plans.
  • Ensure appropriate backup, recovery, monitoring, logging, and operational controls are in place in partnership with Infrastructure and Security.
  • Manage technical support and administration of enterprise middleware and integration services.
  • Oversee APIs, ETL/ELT processes, messaging, secure data exchange, and Informatica environments.
  • Coordinate with application teams, Infrastructure, Security, vendors, and business stakeholders to resolve integration issues.
  • Coordinate maintenance, upgrades, configuration changes, and lifecycle activities for middleware platforms.
  • Ensure interoperability, reliability, performance, supportability, and dependency management across integrated applications.
  • Maintain technical documentation and support procedures for enterprise integrations.
  • Manage technical support of enterprise application reporting, analytics, and data delivery services.
  • Ensure reporting and data solutions are reliable, supportable, accurate, and aligned with business and operational requirements.
  • Partner with stakeholders to define and deliver effective reporting, analytical, and data solutions.
  • Identify opportunities to improve application support through automation, scripting, monitoring, and operational tooling.
  • Evaluate emerging technologies when they provide practical operational or support benefits.
  • Support application upgrades, modernization initiatives, and migration activities led by IT.
  • Build team capability and ensure the team is prepared to support cloud-hosted, and hybrid application environments.
  • Build effective partnerships with business stakeholders, IT teams, leadership, vendors, and implementation partners.
  • Translate business priorities into clear application, integration, reporting, and service requirements.
  • Coordinate cross-functional dependencies, priorities, delivery risks, service impacts, and escalations.
  • Communicate application health, risks, priorities, service performance, and delivery status; ensure clear ownership and timely issue resolution.
