About The Position

This position involves performing moderately complex engineering work in the area of construction and maintenance. The role includes assisting a civil engineer or higher-ranked engineering technician in supervising subordinate staff. The work requires independent judgment in applying basic engineering principles, with supervision reviewed during the process and upon completion.

Requirements

  • Working knowledge of, and ability to apply, basic principles of civil engineering applicable to construction and maintenance.
  • Working knowledge in the use of current computer software, such as Microsoft Office.
  • Working knowledge of basic materials, elements, or products commonly used in construction and maintenance.
  • Working knowledge of, and ability to apply, basic principles of systems of measurement applicable to construction and maintenance.
  • Working knowledge of field equipment, instruments, techniques, and procedures applicable to construction and maintenance.
  • Working knowledge of procedures, rules, guidelines, and standards used in construction and maintenance.
  • Ability to read and interpret technical specifications and engineering plans, maps, and drawings.
  • Ability to supervise the work of engineering technicians and others engaged in construction or maintenance.
  • Graduation from a community college or technical institute, or completion of two years of study in an accredited college including courses in mathematics, construction management, computer-aided drafting, civil engineering technology, and/or structural drafting.
  • At least three (3) years of employment as an engineering technician in a public agency or private industry with responsible experience in construction and maintenance.
  • Valid motor vehicle operator’s license.
  • Physically fit to perform assigned duties as evidenced by a physician’s certificate.

  • Be accountable for ensuring that computerized records are maintained consistent with the Procedures of Uniform Record Keeping (PURK).
  • Maintain both electronic and/or paper based daily engineers’ documentation for work performed by contractors.
  • Consolidate vital specific project data and prepare reports thereon related to item ledger sheets, other project worksheets, materials reports, and time sheets for projects.
  • Input project specific data utilizing approved methods as it relates to the appropriate category.
  • Assist in the preparation of and to enter Reports of Change, contract status, biweekly contractor invoices and progress payment, correspondence updates and other information related to the project.
  • Maintain the approved computerized construction record keeping system throughout all phases of construction activity.
  • Facilitate the final acceptance of the project documentation upon project completion utilizing established practices and procedures.

Responsibilities

  • Oversee and perform inspections, documenting all materials and workmanship on construction or highway maintenance assignments.
  • Make daily, weekly, and monthly estimates of work accomplished.
  • Submit detailed reports on work progress and performance.
  • Submit final estimates for contract items.
  • Assist in and oversee inspections of contractor and state crew workmanship and practices on highway construction or maintenance projects.
  • Coordinate appropriate materials tests during construction or maintenance.
  • Check contractor or crew work against plans and specifications and report discrepancies.
  • Study and evaluate contractor requests for plan changes during construction.
  • Approve minor plan changes when delegated authority, and submit other requests to a superior.
  • Assist a superior in supervising subordinate engineering technicians' workmanship, inspections, and materials testing.
  • Act as a Construction Resident Engineer on simple to moderately complex construction projects.
  • Assist in supervising subordinate Engineering Technicians engaged in materials testing.
  • Take and test samples of aggregates, mixes, asphalt, steel, and other materials for highway or bridge construction.
  • Prepare materials test reports.
  • Assist in reviewing the work of lower-ranked Engineering Technicians at materials plants, construction projects, and the central laboratory.
  • Assist in conducting materials research.
  • As a Surveyor-In-Training, assist in coordinating and supervising field survey parties for state highways and bridges.
  • Perform complex technical survey work.
  • Assist in supervising the preparation of contract documents and specifications for state highways and bridges.
  • Ensure compliance with federal and state regulations.
  • Monitor preliminary engineering contracts and assist in instructing personnel in construction procedures.
  • Prepare quantity computations and cost estimates for contracts.
  • Assist in updating the Secondary Road Plan.
  • Review and verify final quantities for construction projects, ensuring conformance with specifications and requirements.
  • Perform moderately complex engineering functions related to state parks, recreation areas, structures, grounds, and stormwater management.
  • Assist in planning and constructing roadways, water systems, buildings, and related structures.
  • Assist in conducting surveys and preparing topographical maps and wetlands project evaluations.
  • Provide technical computer support and perform record-keeping for the state’s road and bridge construction program.
  • Assist in resolving general record-keeping problems related to projects.
  • Provide computer orientation and training to new employees and update existing employees on new procedures.
  • Monitor problems and recommend corrective actions for the program.
  • Ensure computerized records are maintained consistent with the Procedures of Uniform Record Keeping (PURK).
