About The Position

This position assists with technical plan review, field surveying, construction inspection, project design and project management functions.

Requirements

Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with the completion of a high school diploma or GED.
Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of: o An apprenticeship/internship or having had a similar position for four years or o A certification or an associate degree in a course of study related to the occupational field and two years of related experience.
Possession of or ability to readily obtain a valid driver’s license issued by the State of North Dakota for the type of vehicle or equipment operated.
Knowledge of materials, methods and tools used in the construction, maintenance or repair of public works infrastructure.
Knowledge of the practical application of engineering science and technology.
Knowledge of the techniques, tools and principles involved in the production of technical plans, blueprints, drawings and models.
Knowledge of methods, instruments, techniques, principles and practices of land surveying.
Knowledge of relevant federal and state laws, city ordinances, and department policies and procedures.
Knowledge of computers and job-related software programs.
Skill in preparing and interpreting engineering reports and technical specifications.
Skill in problem solving.
Skill in prioritizing and planning.
Skill in interpersonal relations.
Skill in oral and written communication.

Responsibilities

Conducts development/site inspections to ensure compliance with city regulations.
Monitors the work of contractors engaged in city projects to ensure compliance with project specifications and city standards.
Performs plan, specification and design review.
Conducts or assists in conducting topographic, construction, traffic and inventory surveys.
Assists in the development and review of plans and specifications for city related projects.
Uses computer hardware and software to create comprehensive documents, create and input spreadsheets, prepare databases, and file electronic documents.
Assists with the review of site plans or construction plans for compliance with city regulations.
Assists with engineering bid proposals.
Investigates citizen complaints.
Assists the public and consulting engineers in understanding and complying with applicable federal, state and local regulations.
Provides technical support for the work of other city departments.
Provides computer aided drafting and operates GIS system as needed.
Performs related duties.
