About The Position

Provides field and administrative support for the Hazardous Waste (HW) Management Program under `RCRA`. Performs routine inspections, waste pickups, sampling support, container management, and data entry to help the Government maintain compliance at HW generation, accumulation, storage, and treatment locations. Supports a high-volume program managing approximately 120 tons of HW shipped off-site annually and significant Explosive Hazardous Waste (`EHW`) operations, with permitted activities including the Central Storage Facility and treatment units such as ‘APE 1236’, the Contained Detonation Chamber (`CDC`), and `OB/OD` operations.

Requirements

  • High school diploma or GED required; Associate degree or technical coursework in environmental science, chemistry, industrial safety, or a related field preferred.
  • 1–3 years of experience in environmental field work, hazardous waste handling, industrial operations support, or environmental compliance support (internship experience counts).
  • Ability to follow written procedures and `QAPP` requirements, maintain accurate field notes, and complete chain-of-custody and inspection documentation.
  • Working knowledge of safe waste handling practices and willingness to work in industrial environments using required PPE.
  • Valid driver’s license.
  • Current `40-hour HAZWOPER` certification with annual refresher (or ability to obtain/maintain).
  • Valid Indiana State license as required for assigned waste operations.
  • Government-issued forklift license (or ability to obtain) and experience moving containers safely.
  • Familiarity with hazardous waste labeling, accumulation rules, and basic `RCRA`/`DOT` concepts (training provided/expanded on the job).

Responsibilities

  • Conduct routine inspections of HW accumulation areas, storage locations, and related sites using established checklists and criteria; document findings, take photos, and report issues to the HW Program Manager.
  • Support quarterly and special-purpose audits by collecting field observations, verifying container conditions/labels/dates, and compiling inspection documentation for reporting.
  • Perform waste handling support services, including HW pickup requests, empty container delivery, and used oil pumping support. Pick up HW within 1 business day of request, per program requirements.
  • Support monthly operations involving approximately 100 containers picked up and/or delivered; operate Government-furnished vehicles (`GOV`) with lift gate and used-oil collection capabilities as authorized.
  • Assist with waste characterization activities by collecting or supporting collection of samples (as assigned), packaging samples, completing chain-of-custody forms, and coordinating shipment/drop-off to the laboratory.
  • Follow the approved project-specific `QAPP` for all sampling, field/lab testing coordination, and `QA/QC` documentation. Do not perform sampling until the `QAPP` is approved by the Contractor `QAM` and accepted by the NSWC Crane EP `QAM`, applicable `IEPD`, and HW Media Manager.
  • Track laboratory results and provide results to the HW Media Manager within required timelines (including the 7-day turnaround after lab receipt, as directed).
  • Enter and maintain HW/Used Oil call-in information in the HW Management Database, assign waste transfer numbers, and coordinate follow-on needs (containers, labels, pickups) with the HW team. Support an average of ~60 call-ins per month.
  • Produce routine reports from the HW Database (bi-weekly call-in/pickup reports and monthly container delivery, waste pickup, and used oil pumping reports), as directed.
  • Support upkeep of the `RCRA`-permitted HW storage facility, including housekeeping, staging, container organization, and readiness for inspections.
  • Maintain awareness of inventory for `DOT`-approved shipping containers and spill response equipment; notify the team when supplies run low.
  • Support management of Universal Waste and regulated materials staging areas, including sorting, classifying, packaging, labeling, and documentation (e.g., batteries, mercury-containing equipment/lamps, and `PCB`-containing items such as ballasts), as assigned.
  • Support `PCB`-related sampling tasks by collecting oil/mixed-media samples as directed, maintaining chain-of-custody, and forwarding analytical results to the designated Government program manager.
  • Assist with spill response for oil/HW incidents (including bulging drums) by securing the area, deploying spill materials as trained, documenting conditions, and escalating immediately to program leadership.
  • Support special sampling needs (e.g., used activated carbon associated with explosive wastewater treatment `K045`) by following approved procedures and permit conditions.
  • Performs other job-related duties as assigned
