About The Position

The North Program Finals Unit ensures documentation compliance for contracts, State and Federal requirements and to audit pay quantity documentation for the Region's construction Projects. This unit also provides instruction, counseling, and guidance to the field engineers for items such as contract modification orders, project pay documentation, contract claim settlements, computer programs, and project budgets. Engineering and administration support is provided to the Region Transportation Director and the Region Program Engineers. The Engineering Physical Sciences Technician position will perform increased technical engineering support functions related to construction project finals, including auditing and verifying project pay documentation and engineering calculations; reviewing as-constructed plans for accuracy, completeness, and compliance with contract and CDOT requirements. This position will also evaluate construction and financial documentation; and support technical applications and processes used to improve consistency and efficiency within the Finals Unit.

Requirements

  • A high school diploma or General Education Diploma (GED).
  • At least four (4) years of experience in one or more of the following: construction, design, engineering, survey, compliance, documentation, project management or assisting with plans and specifications.
  • A combination of relevant education and experience equal to at least 4 years.
  • Experience in one or more of the following: construction, design, engineering, survey, compliance, documentation, project management or assisting with plans and specifications.
  • Must pass a pre-employment screening which may include social security number trace, criminal records check, public court records check, educational records, and driving records checks.
  • A current valid driver license is required for all Colorado Department of Transportation (CDOT) positions which require operating a state or personal motor vehicle to perform one or more essential functions of the position.

Responsibilities

  • Audit ongoing project pay documentation and recommend corrections and changes for assigned, less complex projects in the field and at the office.
  • Perform engineering calculations, certifies accuracy of documentation for logic and completeness, and ensures that documentation for simple non-complex projects follows contract provisions, Federal, and State requirements.
  • Evaluate project documentation regarding logic, engineering calculations, and completeness, and investigate discrepancies through discussion with the originator.
  • Compile and summarize project information into Region Project Closure Reports.
  • Provide equipment rental rates and assists field personnel with contract modification orders.
  • Generate and authorize final Contractor payments upon completion of project requirements.
  • Audit ongoing project Buy America / Build America Buy America, COC/CTR (Certificate of Compliance / Certified Test Reports), Form 1600 documentation and recommend corrections and changes of less complex projects.
  • Attend occasional Pre-Construction meetings.
  • Attend occasional in the field project weekly meetings.
  • Conduct project visits and site reviews.
  • Examine final documentation, computer software applications which include spreadsheets, databases, word processing, electronic communications, engineering software for digital filing, and in-house created software.
  • Manage the review of final documentation for completed construction projects and provides regular updates to the Region Finals Administrator.
  • Assist project personnel with construction administration, document completion, and other pertinent project requirements.
  • Ensure appropriate record-keeping by securing all mandated documentation per State and Federal requirements.
  • Review construction change orders.
  • Review contractor and subcontractor weekly payrolls for accuracy, report discrepancies to project engineer and contractor (with guidance).
  • Track project Form 205s.
  • Utilize B2G Now to monitor DBE project utilization and report issues to project engineer.
  • Ensure DBE and OJT construction goals are being met according to Federal guidelines; Assist project engineers in ensuring DBEs are performing commercially useful functions.
  • Assist project engineers with monitoring contractors’ on the job training programs.
  • Work with subcontractors to monitor and verify prompt pay compliance.
  • Conduct Form 280 – EEO and Labor Compliance Interviews.
  • Assist project engineers in monitoring projects for prompt payment in B2G Now.
  • Support North Program construction projects which may require frequent travel (day trips) throughout northeastern Colorado.
  • Drive to project sites to audit documentation, attend progress meetings and coordinate with project engineers.
  • Other job duties as assigned.
