About The Position

This technical role supports the Agency's Asset Management Program by bridging the gap between field reality and digital infrastructure. You will be responsible for the end-to-end data lifecycle: from physically locating and inspecting various road assets with specialized robotics to entering and updating data, assigning condition rating for collected assets and assisting with the design of the Esri-based schema that will house this data for future hydraulic modeling and master planning.

Requirements

  • Completion of secondary education or equivalent (high school diploma or GED) plus post-secondary education and/or training in Engineering Technology, Computer Aided Design (CAD) Technology, GIS Technology, Construction Technology, Surveying Technology, Civil Engineering or related field; or any equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities.
  • Knowledge of: County and departmental goals and objectives; County and departmental policies and procedures; English grammar and spelling; Surveying techniques; GIS concepts; data entry; CAD techniques; Highway or bridge design, construction, and maintenance; Traffic engineering principles, traffic control devices and applicable standards and manuals; Traffic signals; Traffic engineering; Budgeting; Office practices and procedures.
  • Skill in: Typing; data entry, use of modern office equipment; Motor vehicle operation; Land surveying instruments; Use hand tools; Use of engineering inspection instruments; Usage of business unit specific software packages including GIS, Civil 3D Design, CAD, Plan Review, business unit web-based and desktop applications; Traffic sign fabrication and installation
  • Ability to: Interpret and carry out a variety of instructions in written, oral, picture, or schedule form; Problem solve; Read, copy, and record figures accurately; Add, subtract, multiply, and divide whole numbers; Calculate fractions, decimals, and percentages; Apply concepts of mathematics, algebra, calculus, trigonometry and geometry; Prepare accurate documentation; Complete routine forms; Compile and prepare reports; Prepare routine correspondence; Communicate effectively; Use proper research methods to gather data; Develop complex reports and position papers; Proofread and understand technical materials, recognize errors, and make corrections; Maintain records according to established procedures; Answer routine telephone inquiries; Respond to routine inquiries from public and/or officials; Proficiency with standard office software, AutoCAD, Flexi 22, and specialized traffic engineering tools; Develop and maintain effective working relationships; Travel to and gain; Collect, interpret, and document technical traffic data, to perform field work in and around active roadways.

Responsibilities

  • Participates in field investigations and the research and preparation of reports of findings for various projects
  • Completes standardized transportation system asset condition assessments and updates asset inventories using modern office and field equipment.
  • Investigates complaints and prepares reports on findings, recommends solutions; conducts research related to right-of-way needs
  • Utilizes computer to calculate, tabulate, file and maintain related records; determines suitability of current data gathering systems
  • Assists in the production of desired reports for department planning and operations; validates information as needed
  • Assists in the input, design, and maintenance of GIS layers and attribute tables to support a future utility model for storm sewer infrastructure
  • Assists in the preparation and review of design drawings, layouts, contract plans and related specifications
  • Helps prepare related project documentation (e.g., quantity estimates, bid documents, right-of-way plans, legal descriptions, etc.)
  • Assists in the review of plans and specifications to verify compliance with agreements, project requirements and specifications and state and local construction specifications
  • Utilizes CADD and modern engineering software packages
