About The Position

The Nevada Department of Transportation is hiring for an Engineering Technician 4 located in District 2, Sparks, NV, on Construction Crew 913. Incumbent is responsible for ensuring that required field inspections of projects are completed and well documented; all construction activities are completed using proper methods and standards; contractor’s quantities of work are measured and calculated; necessary material and soils testing frequencies and specifications are met; all sampling and testing is performed per established test methods; assist the survey crew chief with construction survey as directed; contract files are organized in accordance with the documentation manual; complete required contract forms and reports; review all quantity calculations, test reports, payrolls, and other miscellaneous contract files; attend all assigned trainings; properly maintain assigned equipment and vehicle; maintain a positive professional public image for the Department; and complete tasks as directed by the Resident Engineer. Engineering Technicians on construction crews may work in an office setting or outside in urban environments and rural environments in a wide range of temperatures and climates. Office setting commonly require working on a computer using a variety of software. Urban environments may be located in areas which require interaction with the public and in areas of high traffic volumes. Rural environments may be outside the city limits and away from readily accessible general services. Engineering Technicians on construction crews may work alternative shifts outside of traditional business hours (overtime, nights, weekends, holidays, and long-term travel on per diem). This is the advanced level in the series and incumbents had to have met the minimum qualifications to be eligible. Engineering Technicians perform a broad range of duties involving technical engineering work in support of professional engineers including drafting, engineering calculations, surveying, materials and soils testing, construction inspection, roadway design, right-of-way engineering, planning, permitting and inspection, water rights appropriation and land acquisition in support of civil or related professional engineering work. Work requires the application of technical engineering skills, methods, and practices in compiling technical data, drafting, computer aided software, operating specialized equipment and preparing engineering related documents.

Requirements

  • Associate's degree from an accredited college or university with major course work in engineering, physics, math or closely related field and two years of experience in a specialized engineering function or program area which involved the application of work procedures, standards and controls.
  • Graduation from high school or equivalent education and three years of progressively responsible experience as described above.
  • One year of experience as an Engineering Technician III in Nevada State service.
  • An equivalent combination of education and experience as described above.
  • Knowledge of standard safety procedures when working in labs, on construction sites and setting up protective barriers.
  • Skills in construction principles, practices and procedures.
  • Skills in agency policies and procedures related to the assignment.
  • Skills in standards, guidelines and criteria.
  • Ability to communicate effectively both orally and in writing.
  • Ability to deal firmly and tactfully with others inside and outside the agency.
  • Ability to work independently and lead the work activities of others.
  • Ability to read and interpret parcel maps, subdivision plats, construction plans and specifications, engineering drawings, department policy and procedures and federal and State regulations and guidelines.

Responsibilities

  • Gathering and compiling data, analyzing technical problems, conducting research, and analyzing data gathered to ensure accuracy and conformance to policies, procedures, guidelines, and standards.
  • Assisting engineers, contractors, department staff, other agencies, the public and private business regarding water rights ownership, bid documents, contract plans, right-of-way plans, acquisition and disposal documentation, contract specifications, test results and federal and State guidelines and procedures.
  • Reviewing, prioritizing, researching and preparing information in appropriate format.
  • Performing technical research to ensure department programs, testing methods, policies and procedures comply with federal and State requirements.
  • Reviewing technical documents, analyzing and interpreting data and noting discrepancies.
  • Verifying areas of noncompliance against agency records and contacting appropriate parties when discrepancies arise.
  • Making recommendations to correct problems and/or revise existing policies, procedures or methods.
  • Maintaining records and contract documents in accordance with established filing system.
  • Entering data into computer system for analysis and review construction, water rights and contract documents and/or plan specifications.
  • Checking applications and technical reports for completeness, clarity and conformance to department guidelines and federal and State policies and procedures.
  • Performing field inspections of construction projects, well locations and water use, material equipment, property lines and boundaries, right-of-way mapping and safety barriers.
  • Reviewing and interpreting construction plans, water rights records of survey and specifications to determine compliance.
  • Performing field measurements and recording data.
  • Providing information, discussing problems and recommending solutions to contractors, professionals, property owners, department personnel and the general public.
  • Making recommendations and documenting the inspection process for future reference, payment of contract billings and to meet federal and State requirements.
  • Performing manual and computer aided drafting assignments by preparing maps, charts, graphs, tables, slopes and contours for construction projects, right-of-way location and water rights ownership, water rights data, data analysis, water quality data and federal, State and private property location.
  • Conducting surveying work including staking alignments, structures, fence lines and cross sections to set control points, locate wells and establish right-of-way lines, government survey and property boundaries.
  • Performing vertical and horizontal measurements and topographical mapping by operating transits, levels, rods, computerized surveying equipment, compasses, and calculators.
  • Performing material and soil testing in a laboratory setting involving a variety of design and quality control testing including acceptance testing, design mix, proficiency and advance testing.
  • Researching material properties, new or proposed specifications and test procedures.
  • Maintaining and calibrating equipment to ensure proper operation, accuracy and reliability of test results and data collection.
  • Maintaining equipment inventory, repair and maintenance records.
  • Documenting calibration results, repairs and problems encountered and making recommendations for repair and/or replacement of existing equipment.
  • Researching city, county and federal records to determine property ownership, boundaries, encumbrances and condition of title.
  • Performing calculations establishing government survey and property boundaries, right-of-way lines, slopes and contours, horizontal and vertical alignments, traverses, construction limits and material quantities.
  • Performing related duties as assigned.
  • Planning and executing assignments, independently coordinating projects with engineers and other technicians and coordinating engineering functions within the office.
