About The Position

The Engineering Technical Training Program Manager is responsible for the development, delivery, and continuous improvement of technical training programs across all electric utility engineering disciplines. This position blends electrical engineering expertise with instructional leadership to support Engineering staff, System Operations, SCADA, Substation Engineering, Transmission & Distribution (T&D) Engineering, Protection & Control (P&C) Engineering, Communications Engineering, and Electrical Study Engineering. The Engineering Technical Training Program Manager ensures employees possess the technical knowledge, practical skills, and regulatory awareness required to safely design, operate, maintain, and analyze electric utility systems. This role serves as a centralized technical training resource while working closely with Line Operations, AMI Operations, Safety, Asset Management, and Engineering leadership.

Requirements

  • Valid Maine driver’s license
  • Bachelor’s degree in Engineering or required
  • 3 years Utility engineering experience in one or more disciplines (SCADA, T&D Line, Asset Engineering, P&C, Communications, or Electrical Studies) required
  • Proficiency with Microsoft Office; ability to learn engineering, modeling, and learning management software
  • Strong written, verbal, and presentation skills
  • Ability to translate complex engineering concepts into practical, understandable training
  • Highly organized, self-directed, and capable of managing multiple training initiatives
  • Effective collaborator across engineering, operations, and field organizations

Nice To Haves

  • 3 Experience in technical training, mentoring, or instructional development preferred
  • Supervisory or technical lead experience preferred
  • Strong understanding of electric utility systems and engineering practices
  • Ability to interpret engineering drawings, system models, protection diagrams, and schematics
  • Knowledge of applicable safety, engineering, and regulatory standards

Responsibilities

  • Design, develop, and deliver technical training programs tailored to electric utility engineering disciplines
  • Provide classroom instruction, workshops, and applied learning sessions for engineers, technicians, and operations staff
  • Develop and maintain competency-based training materials, assessments, standards, and refresher training
  • Ensure training aligns with company standards, engineering best practices, and regulatory requirements
  • Train engineers and technical staff on SCADA systems, telemetry, communications, control logic, and human-machine interfaces
  • Support understanding of one-line diagrams, control schematics, RTUs, PLCs, and IEC/DNP communication protocols
  • Coordinate training aligned with System Operations procedures and real-time operational requirements
  • Develop training covering: Overhead and underground line design principles, Structure loading, clearances, conductor selection, and construction standards, NESC requirements and utility-specific design criteria
  • Support alignment between engineering design, construction, and maintenance practices
  • Provide training on asset lifecycle management, including: Equipment specification, application, and standardization, Inspection practices, condition assessment, and failure analysis, Maintenance strategies, replacement planning, and asset risk management
  • Support understanding of substation, distribution, protection, automation, and field equipment assets
  • Develop training supporting foundational and applied power system studies, including: Use of CYME, GIS, and related modeling tools, Load flow and voltage analysis, Short-circuit, arc-flash, and coordination studies, Protection concepts and system reliability impacts
  • Assist engineers in interpreting study results and applying findings to planning, operations, and design decisions
  • Develop and deliver training supporting protection and control standards, philosophies, and applications
  • Train engineers on relay concepts, protection schemes, settings development, testing principles, and documentation
  • Support alignment between protection design, system studies, and field implementation
  • Develop training supporting utility communications systems, including: Fiber optic networks, Microwave systems, ICON, SCADA, and operational communications networks
  • Ensure training aligns communications engineering with SCADA, protection, and system operations needs
  • Develop and maintain training and standards related to substation engineering and construction, including: Control house design and layouts, Ground grid design and grounding principles, Fence construction, physical security, and environmental containment systems
  • Support consistent application of substation standards across engineering and construction activities
  • Ensure all engineering training incorporates safe work practices, job hazard awareness, and human performance principles
  • Instruct and reinforce compliance with OSHA, NESC, NERC, FERC, ISO-NE, IEEE, and company standards
  • Participate in incident investigations and root cause analyses to identify training gaps and corrective actions
  • Maintain accurate training records and compliance documentation
  • Partner with Engineering Managers, System Operations, PST Supervisors, Line Operations, Asset Management, AMI Operations, and Safety to identify training needs
  • Support onboarding, qualification, and professional development of new and existing engineers and technical staff
  • Assist with cross-department training involving Line Field Operations, PST, System Operations, and Engineering groups
  • Participate in peer teams, CBT teams, and continuous improvement initiatives
