About The Position

Under general supervision, assists in the planning and completion of public works projects by collecting survey data, preparing preliminary designs, drafting projects according to specifications and inspecting projects in progress or as completed to ensure that the project is completed according to City standards. Jobs in this classification spend a greater percentage of time and more frequently perform preliminary design and drafting and project inspection work in addition to surveying activities. Incumbents may specialize in one or more phases of engineering technician work, including drafting, locating and construction inspection. The Engineering Technician II may serve as crew lead and provide work direction to others.

Requirements

  • Associate's degree in civil engineering technology, survey technology or a related field and three or more years of experience, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
  • Valid driver's license.
  • Knowledge of technical engineering methods, techniques, principles and procedures, particularly surveying techniques and methods.
  • Knowledge of design and construction theory and engineering design standards.
  • Knowledge of property and engineering maps and records.
  • Knowledge of geographical information systems, computer aided drafting and design.
  • Skill in performing mathematical computations such as algebra and trigonometry in order to calculate slopes and quantities, such as cut and fill.
  • Skill in performing technical engineering procedures such as collecting and documenting surveying data, drafting and designing.
  • Skill in operating surveying equipment.
  • Skill in communication, interpersonal skills as applied to interaction with coworkers, supervisor, contractors, the public, etc. sufficient to exchange or convey information and to give and receive work direction.
  • Ability to interpret, explain and enforce applicable policies and procedures, especially safety.
  • Ability to prioritize work, meet deadlines, and make sound decisions within established guidelines.
  • Ability to work independently.
  • Prior experience with CAD is preferred.
  • Ability to operate complex software and equipment associated with civil engineering drafting.
  • Knowledge of Traffic Signal Systems, Street Lighting Systems, and wiring.
  • Knowledge of Fiber Optic Communication.
  • Knowledge of Pavement markings.
  • Knowledge of the MUTCD and NEC.

Nice To Haves

  • Prior experience with CAD is preferred.
  • Most training is on-the-job.

Responsibilities

  • Prepares preliminary designs and specifications for public works projects such as water, sewer and storm drain systems; and street grades, curb, gutter, sidewalk, streetlights and signals according to established procedures and to comply with departmental standards.
  • Inspects public works projects in progress and completed including observing installation and testing of certain components to ensure compliance to project specifications and City standards.
  • Maintains records of inspections performed as required.
  • Collects survey data from topography such as location of utilities, physical objects which lie within and adjacent to the City right of way and other surface features of the area to be used in the design of public works projects and verifies locations and elevations during actual construction.
  • Applies appropriate survey technology/equipment as conditions require (i.e. GPS equipment, total station, etc.); Collects topographic features, etc. for preliminary design work; Establishes survey control for public works construction and improvement projects; Verifies staking and layout of each phase of projects in association with plans and blueprints; Drafts plans and profiles of projects and reproduces and plots drawings for utility comments, in-house review and contract bid openings.
  • Assists with emergency technical duties and floodplain management. During flood events inspects and/or provides technical assistance to field inspectors; Stake sandbag/flood protection dikes – verify elevations are correct; Performs inspection of dikes for proper construction; Establish flood protection elevations prior to construction; Verify as built elevations for flood plain certification; Coordinate and monitor protection of City infrastructure.
  • Provides work instruction to seasonal/temporary staff persons responsible for assisting in survey work and construction projects.

  • While performing the same or similar work as employees under the line of authority, serves as a team leader, assigning particular work to their co-workers using informed and independent judgment when making these assignments.
  • Communicates courteously and professionally and maintains working relationships with others in carrying out job functions.
  • Interacts with public, contractors and utility representatives to respond to general inquiries, provide information such as locate information on sewer and water ties; records of as-built plans, property descriptions, elevations, etc.; and/or to refer individual(s) to supervisor or other appropriate personnel to resolve issues; Frequently interacts with others in the work unit, or across departments, to exchange detailed and/or technical information.
  • Responsible for periodically being the designated on-call locator for afterhours, including weekends and holidays.
  • Performs other duties and assigned.
  • Prepares detail drafts of current conditions and finished project specifications for a variety of public works projects, including road building, road paving, road reconstruction, sewer and water utilities, storm sewer systems, sidewalks and trails, and street signal systems.
  • Moderate public contact with the majority of the interactions being technical support in nature; retrieving, interpreting, and explaining sewer and water ties, records of as-built plans, property descriptions, elevations, etc.
  • Limited survey work.
  • Prepares quantity estimates for projects with a quantity associated with each plan sheet.
  • Operates large plotters to produce printed copies of plans.
  • Assembles maps and exhibits for meetings.
  • Assists with the archiving and data management.
  • Assists with the preparation of the Annual Report for the Engineering Department.
  • Performs locates of city utilities prior to construction or digging; operation of advanced locating equipment.
  • Updates plat maps with as-built data for city utilities.
  • Inspects all private utility installations in order to mitigate future interference with construction in public right-of-way and utility easements.
  • Permit and inspect all right of way excavation not related to a Capital Improvement Project.
  • Recommends the purchase of new equipment as needed.
  • Enforces the City’s Excavation Ordinance.
  • Training other engineering personnel in locating practices and requirements for the on-call locator duties.
  • Monitor construction sites for adherence and compliance with specifications.
  • Verifies location, alignment, elevations, compaction, etc; Coordination of testing of compaction, aggregate, concrete, asphalt, water samples, etc.
  • Prepares and recommends release of payments for work performed in a satisfactory manner.
  • Drafting of record drawings and establishing final quantities for future reference.
  • Observation and rating of the condition of roads and sidewalks and recommendation for future repairs.
  • Monitor multiple construction sites for adherence and compliance with specifications.
  • Ability to make limited field/construction decisions.
  • Communicates with the public to address questions and complaints, such as signing and striping, etc.
  • Assists with the design and project management of: Traffic signal systems, flashing beacons, Intelligent Transportation System devices, traffic control work zone plans, and signing & striping plans; Street Lighting systems; Fiber optic system for traffic, inspection and review of all testing design of fiber results; fiber optic design includes the needs of multiple Departments and government entities; Pavement markings on projects and also on a citywide basis for replacement.
  • Assists with placement, operation and maintenance of portable traffic control message boards.
  • Assists with the review and approval of all traffic signal equipment, wire, and fiber optic shop drawings.
  • Monitors established standards for compliance with applicable codes and regulations according to the Manual on Uniform Traffic Control Devices (MUTCD) and the National Electric Code (NEC).
