Requirements

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience including two (2) years of supervisory experience; or an equivalent combination of education and experience.
May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.

Nice To Haves

Knowledge of contract administration to ensure projects are constructed in accordance with the Department’s Specifications, Standard Drawings and Policies.
Experience in performing engineering analysis on complex contract administration issues, and the timely approval/denial of these issues through Supplemental Agreements and Claims.
Experience in supervising subordinate employees, to include supervision of Construction Engineering Inspection personnel to meet Department goals.
Customer service experience related to resolving problems that involve explaining engineering concepts to various customer groups.
Experience in the management of multiple complex projects and directing multiple work crews.

Responsibilities

Serve as the Resident Engineer for the Kinston Construction Office within Division 2.
Responsible for contract administration of major construction projects to ensure timely delivery and budget compliance.
Supervise employees engaged in the inspection of these projects, including Construction Engineering & Inspection (CEI) personnel, to ensure quality work and safety.
Communicate daily with contractors and construction office staff.
Settle project issues through Supplemental Agreements and Claims as needed.
Create and monitor project records (correspondence, estimates, daily reports, project material certification).
Respond to inquiries from the public, local government, and news media.
Schedule and lead various meetings with contractors, employees, and other stakeholders.
Perform project final inspection and warranty reviews.
Select CEI personnel based on needs and available candidates.
Monitor performance of CEI personnel.
Approve timesheets for CEI personnel.
