About The Position

Under the direction of the Public Services Director, serves as the Assistant Public Services Director responsible for the overall management, coordinating and overseeing the day-to-day operations of delegated portions of the Public Services divisions, ensuring implementation of department-wide strategic priorities, modernization initiatives, process improvements, and consistent operational performance across the department. This position is responsible for in the overall management of the environmental services programs. Directly responsible for supervising approximately 80 employees with an annual budget of more than $20 million, the position is responsible for program development, capital and maintenance program administration and budgeting for the Solid Waste Division, Water Resources Division, Water and Wastewater Utilities Division.

Requirements

  • Bachelor's degree in Civil Engineering, Environmental Sciences, Business Administration, Planning, or Public Administration
  • Ten (10) years of progressively responsible Civil Engineering or Environmental Sciences Experience with four years in a supervisory or managerial capacity.
  • Possession of a valid Washington State driver’s license and proof of insurance, if requested, is required at time of appointment.
  • Obtain within one (1) year of appointment Solid Waste Association of North America (SWANA) Management of Landfill Operations (MOLO); Association of State Flood Plain Managers (ASFPM) Certified Floodplain Manager (CFM)
  • Successful completion of a general employment verification.

  • Registration as a Professional Engineer in the State of Washington.
  • Master of Science in Any Engineering Field, Master of Business Administration, Master of Public Administration, or related field
  • Certifications: Washington State Department of Health Water Distribution Manager II (WDM 2)

Responsibilities

  • Establishes and implements broad department wide goals, work objectives, initiatives, directives, policies and procedures within the functional areas of responsibility; plans, evaluates, directs and implements programs in multiple departmental Divisions; establishes priorities, and provides managerial, technical and administrative leadership and advice.
  • Standardizing processes across divisions.
  • Develops general programs and strategies to accomplish the goals and objectives established by the Board of County Commissioners and the Public Services Director for the Solid Waste, Water Resources, and Water / Wastewater Utilities of the Environmental Services Department.
  • Formulates, develops and adjusts programs, strategies and priorities and makes resource allocations within these divisions.
  • Develops general strategies and processes for delegated items from the Public Services Director within other Public Services divisions.
  • Directs the selection, evaluation training and motivation of the Division Managers; resolves grievances and other sensitive matters; determines appropriate personnel actions including initiating and implementing disciplinary actions.
  • Delegates authority to subordinate managers.
  • Oversees and ensures compliance with the statutory and administrative requirement for administration of the Environmental Services Department.
  • Oversees compliance strategies and processes for delegated items from the Public Services Director within other Public Services divisions
  • Creates, implements and monitors annual budgets for the functional areas.
  • Develops and updates six year environmental capital improvement programs (CIPs), annual capital construction programs and makes recommendations to the Board of County Commissioners and Public Services Director for the construction, replacement or improvement of county facilities, (with the exception of county transportation facilities) and the apportionment of funds to administration, operations and maintenance functions.
  • Evaluates functional area workload and makes recommendations to the Board of County Commissioners and the Public Services Director regarding functional area staffing levels, and makes determinations whether to accomplish work with county staff, or to use outside consultants or contractors.
  • Collaborates and interacts with other elected officials, department heads, local government officials and the general public to explain departmental functions, goals, objectives and projects, and to resolve the most sensitive and technical issues.
  • Build consistent culture across divisions and lead internal communication processes.
  • Creates coordinated workflows and decision pathways.
  • Performs the daily administrative functions of the Environmental Services Department.
