About The Position

The Engineering Resource Planning Manager is responsible for coordinating engineering resources across multiple projects to ensure successful project execution, schedule adherence, and efficient utilization of engineering personnel. This role works closely with Engineering Discipline Managers, Project Managers, and Engineering Leads to forecast resource needs, assign engineering personnel, balance workloads, and resolve resource constraints. The position serves as the primary interface between project demands and discipline-specific engineering capabilities.

Requirements

  • Must be a US Citizen for consideration and meet all Federal Contractor employee requirements.
  • Bachelor's degree in Engineering, Engineering Management, Project Management, or related field.
  • 2+ years of experience in engineering project execution, engineering management, project controls, or resource planning.
  • Experience coordinating multidisciplinary engineering teams.
  • Strong understanding of engineering design and project delivery processes.
  • Proficiency with project scheduling and resource management tools.
  • Excellent organizational, communication, and problem-solving skills.

Nice To Haves

  • Experience in EPC, manufacturing, industrial, marine, infrastructure, or heavy engineering environments.
  • PMP certification or equivalent project management training.
  • Experience with Primavera P6, Microsoft Project, Smartsheet, or similar scheduling software.
  • Experience managing engineering capacity planning across multiple projects.

Responsibilities

  • Develop and maintain short-term and long-term engineering resource plans across all active and proposed projects.
  • Coordinate with Discipline Managers to identify and assign qualified engineering personnel based on project requirements, technical expertise, and workload availability.
  • Monitor engineering resource utilization and recommend adjustments to optimize productivity and project performance.
  • Facilitate prioritization of engineering activities when resource conflicts arise.
  • Track engineering staffing requirements and identify future hiring, contractor, or training needs.
  • Ensure all engineering personnel maintain accurate and timely task status updates within project management and resource planning systems.
  • Monitor and enforce compliance with actual hours reporting requirements across all engineering disciplines.
  • Review reported labor hours, task progress, and forecasted completion status to ensure alignment with project schedules and budgets.
  • Coordinate with Discipline Managers and Project Managers to resolve discrepancies in task status, earned progress, or labor reporting.
  • Maintain visibility of engineering performance by ensuring resource loading, percent complete updates, and actual hours are current and accurate.
  • Generate and distribute resource utilization, actual versus planned hours, and engineering progress reports to support project and management decision-making.
  • Drive accountability for schedule performance through regular reviews of task completion status, resource assignments, and forecasted engineering workloads.
  • Develop and maintain integrated engineering schedules for multiple projects.
  • Coordinate engineering deliverable schedules with Project Managers and Discipline Managers.
  • Monitor engineering progress against planned milestones and identify potential schedule risks.
  • Provide resource forecasts and schedule updates to project leadership and management teams.
  • Support project startup, execution, and closeout planning activities.
  • Serve as the central point of coordination between Project Management, Scheduling, and Engineering Discipline Managers.
  • Lead regular resource planning meetings to review project priorities, workload distribution, and staffing requirements.
  • Collaborate with discipline teams to ensure engineering resources are aligned with project schedules and client commitments.
  • Support resolution of resource constraints and competing project priorities.
  • Develop and maintain resource utilization reports, staffing forecasts, and workload metrics.
  • Analyze resource demand and capacity across engineering disciplines.
  • Provide recommendations for improving resource allocation efficiency and overall engineering performance.
  • Support management with workforce planning and strategic resource decisions.
  • Establish and improve engineering resource planning processes, tools, and reporting systems.
  • Implement best practices for engineering scheduling, forecasting, and capacity planning.
  • Support continuous improvement initiatives within the engineering organization.
