About The Position

Boeing Global Services (BGS) Government Training Engineering (GTE) is seeking an experienced and highly motivated Multi-skill Senior Manager (L) to lead the Design, Build, Instruct IPT organization in Oklahoma City, OK. Reporting to the GTE Director of Courseware, Design, Production & Operations, this role is accountable for leading integrated execution across courseware design, production, and sustainment activities supporting the Government Training Engineering (GTE) Mobility, Surveillance & Bombers (MS&B) portfolio. Key platforms include KC-46, E-3, E-7, B-52, and AWACS. This leader will drive IPT-level integration across engineering, production, operations, and customer interfaces to ensure cost, schedule, quality, and readiness targets are achieved. The role has earned value management (EVM) responsibility for major support business elements, including co-authoring program budgets with senior leadership, establishing quantitative performance metrics, and optimizing supplier and capacity allocation to eliminate financial variance and improve organizational performance.

Requirements

  • Bachelors Degree or higher
  • Experience in Aircrew training devices
  • Experience in aircraft maintenance or maintenance training
  • Experience with Instructional System Design Methodologies, Learning Data and Learning Management Systems
  • Experience with Earned Value Management (EVM) or something similar
  • 3+ years of experience in management or leading teams
  • Willing and able to travel up to 10% of the time both domestically and internationally
  • Experience designing, developing, and delivering training solutions for Defense customers (USG and FMS)
  • 5+ years of experience translating business requirements into technical specifications
  • Experience managing supplier relationships and performing supplier technology evaluations
  • Active U.S. Secret Security Clearance (U.S. Citizenship Required)

  • Experience leading cross-functional teams and working with senior leadership
  • Demonstrated success delivering projects to meet or exceed customer expectations.
  • Familiarity with learning management systems, learning-path development, and instructional systems design.
  • Experience with data analytics, critical thinking, and structured problem solving (e.g., Boeing Problem Solving Model).
  • Track record of identifying and implementing process and tool improvements to enhance training outcomes.
  • Prior experience supporting high-visibility projects for senior leadership and customers.

Responsibilities

  • Lead the integrated OKC Design Build Instruct IPT across design, build, and instruct functions
  • Own cross-functional coordination between engineering, production, operations, supply chain, and program leadership
  • Establish and maintain IPT execution plans, priorities, and performance metrics
  • Drive cost, schedule, and quality performance across supported portfolios
  • Manage EVM inputs, forecasts, variance analysis, and corrective action execution
  • Identify and mitigate program, staffing, tooling, and capacity risks
  • Coordinate resource allocation and surge support across competing priorities
  • Ensure timely execution of deliverables, reviews, and customer commitments
  • Support supplier, material, and workflow readiness to enable production stability
  • Communicate status, risks, and decisions clearly to senior leadership and stakeholders
  • Promote continuous improvement, standard work, and scalable processes across the IPT
  • Lead talent development, onboarding, and workforce planning to maintain execution capacity
