About The Position

As an Engineering Manager supporting the CIO Infrastructure Services (CIS) program, you will lead enterprise-wide engineering design, modernization, and integration efforts across one of the Intelligence Community’s most complex IT infrastructures. You will oversee engineering teams responsible for developing, testing, accrediting, and deploying advanced enterprise capabilities spanning compute, storage, networking, virtualization, load balancing, identity services, monitoring, and multi-domain environments. You will partner closely with the Program Manager, Deputy Program Manager, Operations Manager, and Government stakeholders to deliver secure, resilient, and future ready engineered solutions. Your work directly enables the modernization, reliability, and mission readiness required across the global Defense Intelligence Enterprise.

Requirements

  • Active TS/SCI with CI Polygraph
  • Bachelor’s degree in engineering, computer science, information systems, or related field (Additional experience may substitute for degree)
  • 10+ years of engineering experience in large‑scale enterprise IT environments
  • 5+ years of engineering leadership experience managing multidisciplinary technical teams
  • Expertise in enterprise infrastructure domains such as virtualization, storage, compute, networking, identity services, load balancing, VDI, endpoint engineering, and monitoring
  • Experience leading lab validation, prototyping, configuration development, and engineering integration activities
  • Understanding of RMF, NIST 800‑53, STIGs, SCRM, cybersecurity controls, and ATO processes
  • Strong technical communication, leadership, and cross team coordination skills
  • Ability to lead teams across geographically dispersed locations
  • US citizenship required

Nice To Haves

  • ITIL v4 Foundations certification
  • Experience supporting the client, DoDIIS, or Intelligence Community engineering programs
  • Experience with IaC, configuration automation, and DevOps tooling (e.g., Ansible, Terraform, GitLab)
  • Experience supporting cloud integrated or hybrid enterprise environments

Responsibilities

  • Lead enterprise engineering teams responsible for system design, architecture, prototyping, testing, integration, accreditation, and deployment of complex enterprise IT services
  • Oversee the full engineering lifecycle—requirements analysis, design, lab testing, documentation, implementation guidance, engineering to operations transition, and sustainment
  • Manage engineering baselines, system roadmaps, and modernization strategies to meet CIO’s two-to-five-year technology evolution objectives
  • Ensure engineering solutions comply with the client DoW, and IC security requirements—including RMF, STIGs, zero trust principles, auditability, and high availability standards
  • Coordinate with Operations to validate system readiness, integrate monitoring/observability, and support seamless transition of new solutions into production environments
  • Oversee and mature developmental lab environments to test new capabilities, validate configurations, conduct performance assessments, and simulate operational conditions
  • Support enterprise modernization initiatives including virtualization enhancements, cloud enabled architectures, automation, storage optimization, VDI modernization, PKI improvements, and next generation endpoint engineering
  • Provide engineering oversight for upgrades, technology refresh initiatives, infrastructure replacements, and mission driven enhancements
  • Develop engineering documentation—including design packages, SOPs, cutover plans, transition artifacts, security artifacts, and implementation guidance
  • Collaborate with cyber, network, data center, and operations teams to ensure engineering plans align with mission needs and enterprise standards
  • Provide Tier 3/SME engineering support during complex incidents, outages, or integration issues
  • Recommend emerging technologies, industry best practices, and architectural improvements to enhance resiliency, scalability, performance, and security
  • Lead engineering change management activities, ensuring proper testing, validation, and risk mitigation prior to deployment
  • Support program performance reporting, technical assessments, and engineering related CDRL deliverables
