About The Position

Provide district-wide project controls leadership to the construction management team. This role involves conducting time and money analyses, comparing planned schedules and budgets against field results, and providing post-award scheduling and time impact analysis support for change orders. The position also includes pre-award budget preparation, post-award budgetary reporting, change order cost estimation, and reviewing Notices of Intent to File Claim. You will resolve district-level claim issues, guide field staff on change order language, and lead pre-construction activities via the Constructability Review Team (CRT). A key aspect is assisting the District Construction Engineer in evaluating district-wide progress related to statewide quality measures (on-time, on-budget, CQIP, and ECR metrics), monitoring these metrics, and developing/implementing improvement measures to meet or exceed state CQIP and Environmental Compliance goals. The role also entails providing leadership and guidance for overall project management, including planning, organizing, budget preparation, monitoring, and directing work and resources. Coordination and communication with contractors are essential, as is providing guidance to field staff to meet or exceed overall goals and compliance.

Requirements

  • Budgetary experience to include monitoring expenses.
  • Degree in Construction Engineering or related field.
  • Experience applying methods of quality assurance and control, Critical Path Method (CPM) scheduling, claims avoidance, cost estimating, problem resolution and contract administration.
  • Experience applying civil and design engineering and highway construction principles, practices and processes related to roadway, structures, drainage and environmental issues.
  • Experience developing and monitoring construction schedules and researching, identifying and preparing detailed reports on review findings and recommendations.
  • Experience interpreting contracts, special provisions and specifications and conducting extensive constructability reviews.
  • Managerial experience with oversight of staff to include organization-wide guidance on construction and contract administration issues.
  • Valid Professional Engineer's license.
  • Valid driver's license.

Responsibilities

  • Develop, manage and monitor budgets for assigned programs and projects in support of goals and objectives, ensuring expenditures do not exceed allocations and that metrics are met.
  • Lead team and develop policies, procedures and practices in management of assigned engineering program area.
  • Develop and provide technical guidance and recommendations on engineering projects.
  • Review project management and financial tracking software to ensure accuracy and resolve discrepancies.
  • Attend field inspections, public hearings, field reviews and preconstruction conferences ensuring project details are resolved.
  • Meet with engineering and construction groups to obtain additional information and ensure understanding of key factors related to project.
  • Perform special assignments in support of quality assurance.
  • Recommend improvements to construction quality and practices.
  • Interpret plans and contract requirements.
  • Provide technical advice to contractors, design and construction engineers.
  • Conduct on-site field visits to ensure elements of design and construction are within contract scope and established standards and specifications.
  • Review project documentation for completeness and identify areas requiring further detail.
  • Conduct follow-up reviews with project staff and management to support implementation of recommendations.
  • Identify costs and benefits related to recommendations.
  • Report findings to management.
  • Review contract construction projects to ensure contractor work is in accordance with plans, specifications and guidelines.
  • Serve as district lead in project controls to include development of CEI budgets, monitoring expenditures, and developing and monitoring construction schedules.
  • Conduct extensive constructability reviews.
  • Attend concept meetings, field plan reviews and pre-construction meetings.
  • Review plans and contract special provisions prior to construction work begin.
  • Coordinate with ACEs in the preparation and review of work orders, NOIs and claims to validate necessity of work and level of federal participation.
  • Provide field support on all NOIs.
  • Investigate issues and provide balanced, contractually founded guidance on NOI response, correspondence, entitlement and damage assessments.
  • Ensure support to field to include initiating contracts, processing monthly estimates, performing finals, paying consultant vouchers and providing project management software field support and problem resolution.
  • Provide technical and field guidance to construction staff.
  • Provide guidance and recommend authorization of work orders and force accounts.
  • Process contractor payments and CEI consultant vouchers.
  • Manage communication and coordination between project team members and stakeholders.
  • Advise key stakeholders on significant issues affecting project schedules, milestones, budget objectives or team performance.
  • Establish and maintain communications with project team members.
  • Schedule and coordinate project team meetings and milestone reviews.
  • Respond to project inquiries from public, legislature, government agencies, planning agencies, media, citizen groups, stakeholders and special interest groups.
  • Fulfill duties as responsible charge engineer in compliance with policies, procedures and the Code of Virginia.
  • Ensure staff development, performance planning, evaluation and recognition activities are completed to ensure a productive and motivated team.
