About The Position

This is an anticipated vacancy within the Transportation Mobility and Safety Division (TMSD). The TMSD is responsible for monitoring, investigation, analysis, design, implementation, and evaluation of operational and safety characteristics strategies on the State Highway System. This advanced engineering manager position directs three interconnected sections: Congestion Management, Work Zone Traffic Control, and Municipal and School Transportation Assistance. The position will oversee an update and extensive training roll-out for the 2003 NCDOT Policy on Street and Driveway Access to North Carolina Highways. This position oversees and approves statewide policies and procedures of all three sections, ensuring uniform implementation for various aspects like driveway access for commercial developers, prioritizing highway projects, selecting design alternatives for congestion reduction, and improving safety around schools. The role also leads the development and implementation of corridor studies that integrate mobility, safety, and operational objectives. Additionally, it advances modernization initiatives by updating the Driveway Manual and Access Management Action Plans, and directing the use of advanced mobility analytics tools. The position ensures mobility considerations are coordinated across divisions and serves as a technical resource to internal committees, external partners, and statewide stakeholders. It also supports statewide excellence by participating in national task forces and research committees and preparing for future Connected and Autonomous Vehicle (CV/AV) environments. The position approves and manages vacant positions, employee evaluations, EEO policies, service awards, employee appreciation, and disciplinary actions.

Requirements

  • Bachelor's degree in engineering from an appropriately accredited institution.
  • A minimum of seven years progressive engineering experience.
  • Four years of supervisory experience.
  • May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
  • Must be able to legally operate a motor vehicle.

  • Demonstrated ability to apply traffic engineering analysis to corridor and area studies while balancing operational needs and regulatory requirements.
  • Skill in relationship‑building for working effectively with engineering leaders, local governments, planners (MPOs/RPOs), law enforcement, legal professionals, and university research partners.

  • Participates in national task forces and research committees.
  • Prepares the Department for future Connected and Autonomous Vehicle (CV/AV) environments.
  • Approves and manages the filling of vacant positions.
  • Implements employee evaluations (VIP).
