About The Position

The candidate will supervise the implementation of state statutes relating to water rights in the Eastern Region home office located at 318 North Vernal Avenue, Vernal, Utah 84078. The candidate will assist water users in understanding water rights, filing acceptable applications, participate in hearings, and prepare draft orders of the State Engineer. The employee also provides clarification of water rights regarding water distribution issues including giving direction to water commissioners in the region. The employee participates in water right adjudications occurring within the region. The candidate manages the Eastern Regional office, comprising three employees. The incumbent must be registered as a professional engineer in accordance with the provisions of Utah Code Annotated 58-22.

Requirements

  • Must be registered as a professional engineer in accordance with provisions of Utah Code §58-22.
  • Principles, theories, and practices of civil engineering.
  • Use logic to analyze or identify underlying principles, reasons, or facts associated with information or data to draw conclusions.
  • Use automated software applications.
  • Communicate information and ideas clearly, and concisely, in writing; read and understand information presented in writing.
  • Establish objectives and specify the strategies and actions to achieve these objectives.
  • Coordinate the activities or tasks of people, groups and/or organization(s).
  • Make a decision or solve a problem by using logic to identify key facts, explore alternatives, and propose quality solutions.
  • Communicate effectively in English; oral and written.
  • Control or direct the operation of a program or function.
  • Agency mission, goals, objectives, organization, programs, and business practices.
  • Develop approaches for implementation of an idea, program or change in operations.
  • Knowledge of state water right laws, rules, and policies established by the state engineer.

Responsibilities

  • Administration, management and supervision of the Region Office, including making assignments, reviewing work, and prioritizing objectives and work activities.
  • Review of all water appropriation issues that come before the State Engineer for Region Office. Works with people to find solutions to water right problems. Assists water users in filing acceptable applications Prepares initial drafts of decisions.
  • Handle distribution issues that arise in the area and be able to provide solutions to distribution problems.
  • Review studies being conducted in this area and provide input on issues to be studied so that policies for the State Engineer can be established and issues can be resolved.
  • Conduct dam safety inspections and coordinate dam inspections with the dam safety section.
  • Attend meetings and participate in hearings, give presentations at public meetings and others, appear as an expert witness to defend decisions and provide technical assistance. Interface with local government leaders, consult on local water right issues, and advise the state engineer about conflicts, problems, and partnership opportunities that exist with local governments.
  • Supervises subordinate personnel including; hiring, determining workload and delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions.
  • Provide comments on all stream alteration applications filed for locations within the region.
  • Investigate allegations of illegal water use and consult with enforcement about pursuing enforcement.
