About The Position

Peraton is seeking an experienced Engineering Execution Manager to supervise the engineering staff of the BNATCS Architecture & Systems Engineering (BASE) Execution pillar, supporting modernization of the Federal Aviation Administration’s National Airspace System under the BNATCS program. The role oversees the day-to-day working lives of approximately 30 engineers delivering the Digital NAS Architecture (DNA), covering areas such as knowledge graph and ontology engineering, enterprise and systems architecture, requirements engineering, model validation and convergence, governance and cybersecurity, and cloud architecture. Reporting to the BASE Execution Lead, the manager has operational supervisory authority over Execution engineering staff without hierarchical direct reports. The BASE Execution Lead sets pillar strategy with the Delivery and Technical Authority pillars; the Engineering Execution Manager ensures resources are engaged and delivering to the established standard. The role operates within a flat Execution pillar, coordinating a single engineering community across functional skill groups and sustaining integration rather than allowing functional silos to form. The position combines engineering supervision, workforce planning, performance management, and matrix-program operations. It requires supervising senior staff across disciplines, conducting structured performance feedback using input from delivery, technical, and professional sources, forecasting and reporting utilization across a complex deliverable portfolio, and partnering with Director-level leadership on hiring, succession, and workforce development. The position is located in Herndon, Virginia.

Requirements

  • At least 12 years of experience; supervisory or management experience may be included.
  • U.S. citizenship and ability to obtain and maintain a Public Trust clearance.
  • At least 5 years supervising engineering or technical staff in a matrixed program environment, with authority over performance feedback, utilization, and workforce planning.
  • Direct experience supervising an engineering community of 20 or more people.
  • Demonstrated ability to run a performance management cycle that synthesizes delivery, technical, and professional feedback into a defensible annual review.
  • Experience producing workforce forecasts, utilization reports, and resource allocation matrices for a complex engineering portfolio.
  • Experience partnering with program managers, technical leaders, and executive-level principals on hiring, succession, and workforce decisions.
  • Working knowledge of MBSE, systems architecture, digital engineering, or comparable engineering disciplines sufficient to understand the supervised work.
  • Experience with time-tracking systems, charge-code governance, and billing-accurate labor reporting in a federal contracting environment.
  • Experience managing engineer onboarding, PTO and coverage orchestration, and timesheet approval at scale.
  • Strong written and verbal communication skills, including delivering difficult performance feedback, documenting decisions defensibly, and translating workforce data into actionable recommendations for technical and executive audiences.
  • Demonstrated judgment in deciding when to act, escalate, or coach while operating within a boundary set by a Director-level principal.

Nice To Haves

  • At least 15 years of experience in engineering operations, engineering management, program management, or related disciplines supporting large-scale, complex federal programs.
  • Experience with FAA NAS systems, air traffic management, or comparable aviation infrastructure programs.
  • Experience supervising engineers working on complex disciplines.
  • Experience designing or operating a three-perspective performance management model (delivery, technical, and professional) within a matrix organization.
  • Operator-level experience with resource planning and workforce analytics tools such as Deltek, Smartsheet, Microsoft Project, Power BI, or Tableau.
  • Experience building a performance management process from scratch or transitioning an organization from a multi-manager model to a flat supervisory structure.
  • INCOSE CSEP/ESEP, PMP, SHRM-CP, or related certification.

Responsibilities

  • Supervise approximately 30 engineers across seven functional competency groups in the BASE DNA Execution pillar, exercising operational supervisory authority without hierarchical reporting lines.
  • Conduct monthly one-on-one performance check-ins with every engineer and document outcomes for the BASE Execution Lead’s annual review packet.
  • Gather structured performance input from Delivery Program Managers, Technical Authority Leads, and direct professional and behavioral observations.
  • Flag performance concerns to the BASE Execution Lead during the cycle in which they arise, and coach engineers on conduct, workload, and development.
  • Produce a rolling 90-day staffing forecast identifying capacity gaps, skill shortages, training needs, and succession risks.
  • Produce weekly utilization reports for every engineer, tracking time by lane and deliverable and identifying utilization or skill-assignment issues.
  • Maintain the resource allocation matrix, keeping engineer-to-deliverable mappings current and reconciling them with delivery and Technical Authority priorities.
  • Manage engineer onboarding end to end, including mentor pairing, access, tooling, training, and reviews at 30, 60, and 90 days.
  • Approve PTO requests, coordinate coverage for scheduled and unscheduled absences, and escalate coverage conflicts that could affect delivery commitments.
  • Approve weekly timesheets, resolve coding questions, enforce accurate charge-code attribution, and partner with Finance and Contracts on billing accuracy.
  • Serve as the standing point of contact between the seven Execution functional groups and the BASE Execution Lead; facilitate competency sharing, surface practice issues to the appropriate Value Stream Technical Lead, and prevent silo behavior.
  • Partner with the BASE Execution Lead on hiring plans, provide forecast and utilization evidence for staffing decisions, and participate in candidate interviews.
  • Prepare materials supporting annual performance ratings, promotions, and compensation decisions reserved to the BASE Execution Lead, including review packets synthesizing three-source feedback.
  • Publish operational reporting on utilization, forecasts, resource-matrix status, and onboarding to the BASE Execution Lead, Delivery Program Managers, and Value Stream Technical Leads on an agreed cadence.
  • Partner with Peraton Talent Acquisition, HR, Finance, Contracts, and Security on workforce actions, including requisitions, onboarding, clearance renewals, offboarding, and billing reconciliation.

Benefits

  • Employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
