About The Position

This is highly professional and technical engineering work involving planning, designing and coordinating the County’s Stormwater capital improvement projects program for Public Works infrastructure. Duties include participation at various levels in budgeting, planning, design, and estimating of the County’s Stormwater Capital Improvement projects and supervision of the Engineering Design Team. Work is performed under the general supervision of the Assistant Public Works Director/Engineering Division Manager.

Requirements

  • Bachelors’ degree from an accredited college or university in civil engineering; AND Ten (10) years of progressive experience in the field of Civil Engineering with an emphasis in project design.
  • Possession of or ability to obtain and maintain a valid Florida driver license upon offer of employment with a driving record acceptable to the County Driving Policy and insurance program.
  • Knowledge of modern techniques, methods, procedures, principles and practices of all phases of civil, site, and geotechnical engineering, public works services and the ability to apply them.
  • Knowledge of Florida Department of Transportation design methods, standards and specifications for roadway design.
  • Knowledge of the use and care of all types of engineering tools, equipment, instruments, materials and supplies.
  • Knowledge, understanding and the ability to use Geographic Information System maps.
  • Knowledge of geotechnical engineering principles as they apply to pavement design and performance and other stormwater projects.
  • Knowledge ofproject management and organizational skills.
  • Proficient in MS Word, Excel, and Outlook.
  • Ability to have excellent oral and written communication skills.
  • Ability to work and maintain reliable full-time attendance.
  • Ability to comprehend, speak, and read the English language.
  • Ability to have and maintain good interpersonal and communication skills to deal with the public.
  • Ability to use AutoDesk Land Desktop and Civil Design software.
  • Ability to design stormwater retention and detention facilities.
  • Ability to perform hydrologic and hydraulic analysis using extensive computer modeling such as SCS unit hydrograph method, SCS TR-20 and TR-55, USEPA SWMM, HEC-RAS, HEC-HMS, HY-8 and others as applicable.
  • Knowledge of geotechnical engineering principles as they apply to stormwater design and performance.
  • Ability to develop long range plans and budgets in respect to implementing a comprehensive stormwater management program.
  • Ability to supervise a professional design team.
  • Ability to analyze and inspect engineering plans, programs and activities.
  • Ability to prepare, review and correct written technical reports, construction estimates, cost records, engineering plans, contract documents and programs.
  • Ability to establish and maintain effective working relations with management, municipal officials, consultants, peers and the general public.

Nice To Haves

  • A comparable amount of training and/or experience may be substituted for the minimum qualifications, except for the required registration.
  • Possess or obtain and maintain a Professional Engineer (PE) Registration in the State of Florida within six (6) months of hire as a condition of employment.

Responsibilities

  • Develops, manages and implements the Design of the County Stormwater Capital Improvement Projects.
  • Supervises the Engineering Technician III.
  • Serves as Engineering Division Manager when assigned or during the absence of the Engineering Division Manager.
  • Develops annual Stormwater Capital Improvement Project Program requirements and budget.
  • Develops and implements the annual design schedule for the County’s Stormwater Capital Improvement Program.
  • Leads staff in designing: road, roadside drainage, dredging, bridge and other public works projects with emphasis on dirt road paving and other Stormwater Capital Improvement Projects.
  • Implements the preparation of construction plans, specifications and cost estimates.
  • Utilizes computer applications and the geographic information system as it applies to Stormwater Capital Improvement design.
  • Serves as design engineer on various assignments
  • Reviews subdivision and development order site plans and engineering calculations provided by private engineering consultants for compliance with accepted policies, standards, regulations and best engineering practices.
  • Utilizes advanced engineering principles and formulas in interpreting technical and empirical data into design concepts solving complex problems.
  • Serves as project engineer on various assignments.
  • Attends and participates in conferences and meetings as directed.
  • Performs other related duties as assigned.
