About The Position

Under general supervision, this position monitors and inspects moderately complex construction projects to ensure capital improvement projects are constructed in compliance with approved engineering plans, contract specifications, and City design and construction standards. This role coordinates and inspects a variety of moderate to complex construction activities for Capital Delivery Services, Capital Improvement Program (CIP) projects to ensure quality and compliance with contract specifications, City codes, and engineered plans.

Requirements

  • Knowledge of applicable Federal, State, and Local laws, ordinances, codes, permits, and best practices that govern capital construction.
  • Knowledge of contracts, including contract development, language, terms, and conditions.
  • Knowledge of horizontal and vertical construction methods, practices, and materials.
  • Skill in determining quality of materials, workmanship, and construction methods.
  • Skill in making accurate measurements and computing quantities of materials used in construction.
  • Skill in establishing and maintaining effective working relationships with City employees and the public.
  • Skill in oral and written communication.
  • Skill in handling and prioritizing multiple tasks.
  • Skill in resolving problems or situations requiring the exercise of good judgment.
  • Ability to read and interpret plans, maps, and specifications and to recognize deviations from plans in construction items.
  • Ability to climb up and down and walk on rough terrain and in confined spaces of construction sites with varying environmental conditions.
  • Ability to work varying work hours to meet project needs.
  • Graduation from an accredited high school or equivalent plus five (5) years of experience related to civil or facility construction, including two (2) years inspecting or overseeing civil infrastructure projects to ensure compliance with contract requirements, specifications and standards.
  • Valid Texas Class C Driver License.

Nice To Haves

  • Education from an accredited college or university in engineering, architecture or construction science may substitute for experience up to four (4) years.
  • Work history in Large Facility Construction to include but not limited to water or wastewater treatment facilities.
  • Work history with knowledge of water and wastewater, storm sewer, concrete structures, road construction, and vertical construction.
  • High computer skills to include Microsoft Outlook, Excel.
  • Ability to travel to more than one work location.

Responsibilities

  • Conducts site visits to monitor and inspect work performed by contractors and to ensure quality and compliance with contract documents, plans, specifications, and safety requirements.
  • Completes daily reports to document construction activities, job progress, delays, issues, and incidents.
  • Participates in contractor meetings, including pre-construction conferences and progress meetings.
  • Reviews payment applications to verify material quantities and calculations and to ensure forms are complete and accurate.
  • Coordinates and monitors third-party materials and utility testing to verify compliance with specifications, standards and regulatory requirements.
  • Coordinates with design teams to resolve conflicts or unforeseen conditions in accordance with design intent, contract terms, and City codes.
  • Reviews and verifies change orders are complete, accurate, and consistent with contract terms, design intent, and specifications.
  • Documents design changes during construction and ensures final as-built plans are complete and accurately reflect all changes.
  • Coordinates project closeout and prepares project records for archive.
  • Responds to inquiries and complaints, keeps project team informed, and escalates complex issues when necessary.
