About The Position

This position performs analysis and management of engineering datasets and advanced mapping tasks utilizing the Authority’s Geographic Information System (GIS), as well as management of capital and private development projects under the supervision of a Project Engineer. Work includes implementing programs and projects to improve the storage and accessibility of information in the Engineering Department, assisting customers that walk in or call in to the Engineering Department, assisting personnel in the MIS Department with management of the GIS, review of private development plans, management of Authority Capital Improvement Projects, preparation of engineering design plans, and preparation of graphical deliverables for report or display purposes. This position is expected to be self-motivated and require minimal technical supervision. This position reports to the Engineering Services Supervisor.

Requirements

  • Associate’s Degree in Computer Science, GIS, Drafting, or a related field and four (4) years of experience in water, sewer and/or stormwater construction and design or other GIS applications, or an equivalent combination of education and experience.
  • Knowledge of existing water, sewer, and stormwater infrastructure, road names, maps, location of sites as related to system.
  • Knowledge of developmental codes and standards, areas and types of development, Authority Rules and Regulations, and Authority Design and Construction Standards.
  • Knowledge of the principles, practices, and techniques of drafting and cartography.
  • Ability to read and interpret construction, site, topographic, survey, and plan and profile drawings, and evaluate design plans against technical standards.
  • Ability or organize, prioritize, and manage a wide range of projects.
  • Knowledge of AutoCAD and other AutoDesk products.
  • Knowledge of ArcMap, ArcServer, ArcGIS Online, and other ESRI products.
  • Knowledge of Microsoft Office applications including Outlook, Excel, Word, and PowerPoint.
  • Knowledge of legal deed research.
  • Ability to interpret symbols and notes.
  • Ability to read and understand legal descriptions and surveys.
  • Ability to use drafting instruments, prepare scale maps, and retrieve information from existing maps and drawings.
  • Ability to establish initiatives and regulate own workload to maintain productivity without external motivation.
  • Ability to train and oversee the work of subordinate in Engineering Services.
  • Ability to read and write legibly, and to keep accurate records.
  • Ability to establish and maintain effective working relationships with associates, supervisors, contractors, consultants, and the general public.

Nice To Haves

  • Ability to write/understand code languages such as JavaScript, ASP.NET in C#, PHP, and SQL Queries is a plus.
  • Possession of a GSWCC Level 2 Certification or the ability to obtain one within ninety (90) days of date of hire

Responsibilities

  • Develops, implements, and oversees programs and projects to improve the organization and accessibility of data housed in the Engineering Department, including but not limited to design drawings, as-built drawings, developer infrastructure contributions, and private development hydrology studies.
  • Generates and maintains templates for the creation of maps and graphics for inclusion in external reports, Board deliverables, permit applications, and customer correspondence.
  • Assists personnel in the MIS Department with creation, updating, and modification of data layers in GIS using a variety of software and methodologies.
  • Uses as-built drawings of public projects and subdivisions to update the GIS database.
  • Reviews private development plans against the Authority’s technical specifications in the Design and Construction Standards, under the supervision of a Project Engineer.
  • Manages Authority Capital Improvement Projects under the supervision of a Project Engineer.
  • Works with engineers to prepare design plans for permitting, bidding, and construction purposes.
  • Assists the Engineering Services Supervisor with training and oversight of Engineering Technicians.
  • Prepares and electronically submits GUPS permits to the Georgia Department of Transportation for approval, per the request of an Engineer to aid proceeding with a project.
  • Responds to inquiries and questions by general public and developers relating to location of infrastructure and its availability in various locations.
  • Conducts deed research of property ownership for easement or other related purposes.
  • Conducts field verification of existing conditions including existing utilities, right-of-way, storm water, easements, driveways, mailboxes, and landscaping locations that may be affected by proposed water or sewer construction.
  • Performs basic customer service duties, such as answering phone calls, answering inquires for sewer and water availability, and general questions.
  • Performs other related duties as required/assigned.
