About The Position

The Engineer Supervisor / Expert plays a pivotal role with the connection of technical mastery and leadership. This classification is responsible for steering high-impact projects and developing innovative solutions that advance the agency’s or organization’s technology strategy. The Engineer Supervisor / Expert leads complex design and analysis efforts, oversees system architecture, and serves as the subject matter expert in their field. This role collaborates with multiple teams in an attempt to solve cutting-edge problems, mentor junior engineers, and drive improvements in processes, quality, and overall product excellence. The assignment of supervisory duties is determined by the hiring agency's operational needs. Non-supervisory roles will serve as senior technical experts.

Requirements

Bachelor's degree in Mechanical Engineering, Civil Engineering, Environmental Engineering, Structural Engineering, Electrical Engineering, Chemical Engineering, Agricultural Engineering, Industrial Engineering, or a related field.
Possession of a Professional Engineer (PE) license as issued by the appropriate state licensing board.
Minimum of 4 years of progressive engineering experience, including complex design projects and a track record of adherence to regulatory and quality standards.
Extensive experience with modern engineering practices and tools.
A strong portfolio of successfully delivered projects that demonstrate technical innovation and robust design principles.
Exceptional ability to lead technical teams, foster innovation, and cultivate talent.
Mastery in system architecture design, optimization, and technical strategy formulation.
Proficiency with modern programming languages, frameworks, and software/hardware development cycles.
Outstanding verbal and written communication skills necessary for cross-functional collaboration.
Ability to translate complex technical concepts into easily understandable language for a varied audience.
Strong analytical skills and a creative approach to tackling complex engineering challenges.
Adept in performing rigorous testing, debugging, and quality assurance.
Demonstrated capacity to manage projects and mentor teams while juggling multiple priorities.

Nice To Haves

A bachelor's degree or higher in Civil Engineering from an ABET-accredited engineering program.
Current registration as an Arkansas registered Professional Engineer (PE).
Professional experience in civil engineering design and/or construction involving public infrastructure, site development, utilities, roads, drainage, bridges, buildings, recreational facilities, or similar capital improvements.
Experience managing multiple design and construction projects simultaneously.
Experience reviewing engineering plans, specifications, cost estimates, technical reports, shop drawings, submittmits, requests for information, change orders, and other construction documents.
Experience administering or overseeing construction contracts and working directly with contractors, consultants, inspectors, and facility owners.
Experience supervising engineers, construction inspectors, project managers, technical personnel, or professional consultants.
Knowledge of applicable engineering principles, construction practices, codes, standards, permitting requirements, and regulatory requirements associated with public construction.
Strong written and verbal communication skills and the ability to communicate technical issues effectively with both technical and non-technical personnel.
Demonstrated ability to identify construction and engineering problems, evaluate alternatives, and develop practical and cost-effective solutions.
A broad civil engineering background with experience in construction and capital project delivery is highly desirable.

Document designs, maintain required technical specifications, and ensure comprehensive knowledge sharing across teams.
Prepare and present technical proposals, status reports, and project insights to internal and external personnel.
Maintain transparent communication channels fostering collaboration and accountability.
