About The Position

Lead the Operations Engineering and Decision Support function by assisting in the program delivery of VDOT's traffic systems management program, with concentration on efficient transportation network to include traffic signal timing and optimization, emergency management (planned and unplanned), special events management, freeway operations and evacuation strategy development. Strategically implement the traffic signal systems program. Supervise and train professional and technical staff. Provide leadership and guidance and assist the District Engineer with overall project management, to include planning, organizing, budget preparation, monitoring and directing work and resources. Coordinate and communicate with contractors. Provide guidance to field staff as needed to meet or exceed overall goals and compliance.

  • Experience in automated signal control system operations and characteristics, signal timing and adaptive signal control, and analysis and simulation software.
  • Experience in organizational, analytical, problem solving and critical thinking skills in a traffic operations environment.
  • Knowledge of federal, state and local laws, codes and ordinances pertaining to traffic control and engineering.
  • Knowledge of project management, risk analysis and mitigation plans in the development of technology and operations projects.
  • Skill in providing and promoting good customer service to internal and external customers.
  • Valid Professional Engineer's license.

  • Experience applying concepts for Integrated Corridor Management (ICM), Active Traffic Management, Communications Systems, Traffic Signal Interconnect and Adaptive Traffic Signal Systems.
  • Experience in the design, deployment and operation of Signals and ITS systems.

Responsibilities

  • Develop, manage and monitor budgets for assigned programs and projects in support of goals and objectives. Ensure expenditures do not exceed allocations. Manage budgets to ensure metrics are met.
  • Engage in management level interaction and coordination with transportation stakeholders at the local, state, regional and federal levels to promote operational efficiency of the transportation network (freeway and arterial). Assume lead to influence development and implementation of arterial and freeway management with the region relating to technological alternatives to include ITS deployments.
  • Lead team and develop policies, procedures and practices in management of assigned engineering program area. Develop and provide technical guidance and recommendations on engineering projects.
  • Coordinate with Regional Transportation Operations Manager, Regional Program Manager and Project Manager to acquire allocations to meet organizational needs. Oversee consultant contracts, develop and manage tasks, establish staffing levels, evaluate the quality of deliverables, approve invoices and payments and manage staff performance.
  • Lead team and develop policies, procedures and practices in management of arterial and freeway transportation networks. Oversee in-house assessments and development of alternatives, guidance and recommendations for managing traffic signal system operations, real-time freeway operations, non-routine lane closure requests, special events, time or politically sensitive projects and emergency evacuation strategies. Oversee decision support tools and technologies facilitating congestion mitigation, incident and emergency responses. Oversee administration of consultant contracts regarding the reliability of central operation system used for traffic signal system management and signal timing optimization.
  • Manage communication and coordination between project team members and stakeholders. Advise key stakeholders on significant issues affecting project schedules, milestones, budget objectives or team performance. Establish and maintain communications with project team members. Schedule and coordinate project team meetings and milestone reviews. Respond to project inquiries from public, legislature, government agencies, planning agencies, media, citizen groups, stakeholders and special interest groups.
  • Fulfill duties as responsible charge engineer in compliance with policies, procedures and the Code of Virginia.
  • Ensure staff development, performance planning, evaluation and recognition activities are completed to ensure a productive and motivated team.
