About The Position

The Engineer IV – Electrical (Sustainability) provides specialized electrical engineering expertise and technical support to the Build Sustainability Strike Team throughout planning, scoping, design, procurement, construction, commissioning, and closeout of sustainability and energy-related capital improvement projects across the Los Angeles District. The role is bond-eligible and strictly limited to capital construction, modernization, and sustainability projects under the Build Bond Program. It excludes routine maintenance, repair, and operational tasks assigned to Facilities Maintenance & Operations (M&O). Under the direction of the Sustainability Strike Team Lead, this position is a shared electrical engineering subject matter expert (SME) supporting multiple Project Managers and initiatives across the Districtwide portfolio. It is not a Project Manager role. The engineer coordinates with District personnel, Campus Administration, College Project Teams (CPTs), the Program Management Office (PMO), architects, engineers, consultants, contractors, and utility providers to assess technical requirements and inform project decisions. The portfolio includes Energy Information Systems (EIS), the Sustainability and Climate Action Roadmap, Building Management Systems (BMS), central plant and local building decarbonization and optimization, LED lighting upgrades, energy-efficiency retrofits, renewable energy systems, photovoltaic (PV) systems, microgrids, Battery Energy Storage Systems (BESS), electric vehicle (EV) charging infrastructure, electrification, and other sustainability-related capital improvements.

Requirements

  • Bachelor’s degree in Electrical Engineering.
  • Current California Professional Engineer (PE) license in Electrical Engineering.
  • Seven or more years of professional electrical engineering experience in design, construction, or facilities infrastructure projects.
  • Strong knowledge of California energy codes, Title 24, National Electrical Code (NEC), California Green Building Standards Code (CALGreen), and applicable electrical engineering standards.

Nice To Haves

  • At least two years of experience supporting educational facility design and/or construction projects, preferably within California community colleges or other public educational institutions.
  • Experience supporting large public works capital improvement programs.
  • Experience with electrical infrastructure assessments, load studies, utility coordination, and electrical service capacity evaluations.
  • Experience with photovoltaic (PV) systems, Battery Energy Storage Systems (BESS), microgrids, and electric vehicle (EV) charging infrastructure.
  • Experience with building electrification, central plant electrical infrastructure, and integration with Building Management Systems (BMS) and building automation controls.
  • Experience reviewing electrical engineering designs, technical specifications, and construction documents.
  • Familiarity with Division of the State Architect (DSA) design, approval, and construction processes.
  • Experience using Bluebeam Revu and Building Information Modeling (BIM) tools and processes.
  • Experience and/or certification in Leadership in Energy and Environmental Design (LEED) or Collaborative for High Performance Schools (CHPS) projects.

Responsibilities

  • Provide electrical engineering guidance, evaluations, and recommendations to Project Managers and the Sustainability Strike Team across Districtwide initiatives.
  • Assess existing electrical infrastructure, equipment, and associated building systems, including their condition, performance, capacity, deficiencies, and opportunities for improvement.
  • Prepare existing-conditions assessment reports documenting findings, deficiencies, infrastructure limitations, recommendations, technical alternatives, and prioritization considerations.
  • Perform and review electrical infrastructure assessments, load studies, capacity evaluations, feasibility studies, and technical analyses for project scoping, design, and implementation.
  • Evaluate the feasibility and compatibility of proposed upgrades with existing electrical and associated building systems; coordinate with other engineering disciplines and utilities to identify integration needs and constraints.
  • Coordinate with District personnel, Campus Administration, CPTs, PMO, consultants, and utility providers on service capacity, infrastructure needs, utility upgrades, and technical constraints.
  • Develop technical Scopes of Work (SOWs), or contribute electrical engineering input to SOWs, including requirements, specifications, deliverables, and implementation approaches.
  • Review and validate technical SOWs prepared by consultants and stakeholders for alignment with District standards, project objectives, existing conditions, and engineering requirements.
  • Support project establishment and White Paper development by validating engineering assumptions, technical requirements, feasibility findings, alternatives, and proposed approaches in accordance with applicable Build PMO Standard Operating Procedures (SOPs).
  • Provide electrical engineering input to procurement documents, technical SOWs, performance requirements, and evaluation criteria for design and construction services.
  • Serve as a technical SME on evaluation panels for design professionals, contractors, and other technical service providers; assess qualifications, proposals, and technical approaches under District procurement procedures and provide recommendations.
  • Provide technical expertise for PV, BESS, microgrids, EV charging, building electrification, central plant decarbonization, lighting, smart controls, and associated electrical infrastructure.
  • Review engineering studies, design documents, technical specifications, submittals, requests for information (RFIs), requests for clarification, and change order proposals; provide technical recommendations to Project Managers and appropriate decision-makers.
  • Coordinate with multidisciplinary design and construction teams to identify engineering risks, resolve technical issues, and support constructability and systems integration.
  • Perform electrical engineering analyses and prepare technical reports supporting District design guidelines and applicable project requirements.
  • Support field visits, design and construction meetings, commissioning, and closeout activities as required for technical verification and issue resolution.
  • Apply relevant California energy and electrical codes, Title 24, applicable ASHRAE guidance, District standards, and sustainability principles to technical reviews and recommendations.
  • Perform other bond-eligible electrical engineering support duties as directed by the Sustainability Strike Team Lead.
