About The Position

Federated Cooperatives Limited (FCL) is hiring an Engineer III, Instrumentation and Controls on a permanent basis in our Major Projects team. This position requires on-site work and is based in Regina, SK. We are seeking an experienced Instrumentation and Controls Engineer to support the design, development, and execution of a large-scale carbon capture project and other Energy Roadmap projects. This role will play a critical part in advancing low-carbon infrastructure and supporting our organization’s commitment to reducing greenhouse gas emissions. The successful candidate will bring expertise in process control systems, instrumentation design, instrument selection, and industrial automation, with preference for experience in carbon capture, oil & gas, power generation, or heavy industrial environments.

Requirements

  • Bachelor’s degree in engineering or related discipline.
  • Professional Engineer (P.Eng.) designation (or eligibility in Saskatchewan).
  • 4+ years of progressive mechanical engineering experience, ideally in major projects or industrial/infrastructure environments.
  • Familiarity with pressure vessels, piping, and thermal systems.
  • Familiarity with industry codes and standards (ASME, API, ASTM, CSA, etc.).
  • Excellent problem-solving, communication, and collaboration skills.
  • Ability to work in both office and field environments.

Nice To Haves

  • Experience with major capital projects such as carbon capture, oil & gas, petrochemical, or infrastructure developments is an asset.

Responsibilities

  • Lead instrumentation and control (I&C) engineering design for process instrumentation, control systems, and safety instrumented systems (SIS).
  • Develop and review engineering deliverables, including instrument datasheets, loop diagrams, control narratives, logic diagrams, and P&IDs.
  • Provide technical support throughout project phases, from concept development and FEED to construction and commissioning.
  • Ensure compliance with applicable codes, standards, cybersecurity requirements, and functional safety regulations.
  • Provide field engineering support during installation, commissioning, startup, and optimization activities.
  • Troubleshoot technical issues, support testing activities (FAT, SAT, loop checks), and ensure design compliance.
  • Collaborate with internal teams, contractors, consultants, suppliers, and regulatory authorities.
  • Participate in design reviews, HAZOPs, SIL assessments, constructability reviews, and permitting activities.
  • Promote a strong safety culture and ensure adherence to HSE, functional safety, and environmental requirements.
  • Prepare technical reports, engineering calculations, and project documentation.
  • Maintain accurate project records and support the development of Asset Care Strategies (ACS) for instrumentation and control systems.
