About The Position

The City of Windsor is seeking an Engineer II to join their Public Works Operations department. This position reports to the Manager of Transportation Planning & Design and is responsible for a variety of engineering assignments related to the Electrical Engineering area. The role involves technical design, preparation of specifications, cost estimates, tender documents, and contract administration for infrastructure projects. The Engineer II will represent the Corporation and liaise with consultants during construction, undertake technical analysis for development applications, and negotiate development agreements. This position also involves departmental representation to committees, ensuring staff familiarity with safety legislation and best practices, and potentially supervising engineers, technologists, and technicians. Travel to off-site locations and performing Occupational Health & Safety duties are also part of the role.

Requirements

  • Master’s degree in Engineering (Electrical, Civil, Environmental or related) or Ontario Ministry of Education equivalencies and a minimum of two (2) years progressively responsible engineering experience, preferably in a municipal environment; OR University degree in Engineering (Electrical, Civil, Environmental or related) or Ontario Ministry of Education equivalencies and a minimum of four (4) years progressively responsible engineering experience, preferably in a municipal environment.
  • Licensed by the Professional Engineers of Ontario.
  • Familiarity with and working knowledge of Federal, Provincial and Municipal statutes and By-laws pertaining to the design and construction of municipal services, including the Local Improvement Act, the Municipal Act, the Construction Lien Act, the Drainage Act, the Environmental Assessment Act and the Endangered Species Act, and the Accessibility of Ontarians with Disabilities Act.
  • Ability to travel to off-site locations in a timely and expedite manner.
  • If method of travel is by vehicle, a current valid and lawful driver’s licence is required in accordance with the Highway Traffic Act, and must provide a driver’s abstract as a condition of employment.
  • Proven communication, analytical, interpersonal, supervisory skills.
  • Ability to establish and maintain effective relationships with City representatives, other agencies and the general public.

Nice To Haves

  • Knowledge of the Occupational Health and Safety Act, its regulations and knowledge of the hazards associated with work.
  • Sewer design certification, modelling, municipal drain and Low Impact Development experience.

Responsibilities

  • Perform a variety of engineering assignments relative to the technical work associated with the Electrical Engineering area.
  • Undertake technical design and preparation of specifications, cost estimates, tender documents, and administration of contracts for infrastructure construction.
  • Represent the Corporation and liaise with Consultants during the construction of assigned projects.
  • Conduct technical analysis and prepare written reports for development applications (re-zonings, site plan control, plans of subdivision, condominium conversions, encroachment applications) and review permit requests.
  • Negotiate development agreements.
  • Provide departmental representation to various committees.
  • Ensure staff are familiar with Provincial safety legislation, corporate safety policies and procedures, City Standards, and Engineering Best Practices.
  • Supervise engineers, technologists, and technicians as assigned.
  • Travel to off-site locations.
  • Perform Occupational Health & Safety duties as outlined in the Corporation’s Health and Safety Program.
  • Perform other related duties as required.
