About The Position

Under the supervision of the Manager – Generation Engineering, the Generation Engineering – Electrical Engineer (Engineer) is responsible for providing electrical engineering and project management functions to existing and new local thermal and inverter-based power plants. Responsibilities include overseeing the planning, design, bidding, construction management, commissioning, and turnover support for new power generation systems, renewable and inverter-based energy resources, and major system upgrades. The Engineer shall also provide technical support and guidance to personnel across El Paso Electric Company’s (EPE) generating fleet as well as provide support to EPE’s NERC electrical compliance program.

Requirements

  • Bachelor's Degree from an accredited college or university in Engineering. Electrical Engineering, Controls Engineering, or equivalent required.
  • 0-5 years or more experience required
  • Knowledge of electrical engineering fundamentals and theory including AC and DC systems, circuit analysis, electromagnetics, non-linear circuits, and control theory.
  • Understanding of industrial power equipment including transformers, switchgears, wiring, structural supports, breakers, motors, motor control centers, variable frequency drives, and power distribution panels.
  • Knowledge of transformer types and applications, generators, excitation systems, voltage regulators, inverters, combiner boxes, solar tracking systems, grounding systems, electrical harmonics analysis, arc flash studies, and equipment condition assessment practices.
  • Working knowledge of applicable codes and standards including IEEE, NESC, NFPA, NEC, OSHA, and NERC standards.
  • Understanding of electrical protection and monitoring systems including protective relays, instrument transformers, fault records, fail safe principles, relay coordination principles, and associated power system analysis and relay configuration software applications.
  • Knowledge of distributed control systems and programmable logic controllers including logic development, alarm configuration, and trip setting management.
  • Understanding of industrial communication protocols, SCADA systems, networking infrastructure, and data historians.
  • Understanding of electrical and general industrial safety, including energy isolation and Lock Out Tag Out best practices.
  • Knowledge of project management principles including scope development, budgeting, cost tracking, scheduling, status reporting, and general coordination.
  • Ability to oversee the planning, design, construction, commissioning, startup, operation, and maintenance of electrical generation equipment.
  • Ability to oversee planning and feasibility studies, technical alternative analysis, and lifecycle cost evaluation.
  • Ability to develop and review technical specifications and engineering drawings including one-line diagrams, three-line diagrams, relaying diagrams, schematics, wiring diagrams, control logic diagrams, and general arrangement drawings.
  • Ability to develop and review contractual documents including contracts, front-end contractual documents, and statements of work.
  • Understanding of construction administration and construction management practices.
  • Proficiency in Microsoft Office Suite, Microsoft Project, and Autodesk AutoCAD.
  • Strong problem-solving ability.
  • Strong verbal and written communication skills including technical report writing, presentation delivery, and coordination across multidisciplinary teams and external stakeholders.
  • Ability to provide technical advisement and guidance to plant operations and maintenance personnel on electrical, controls, and automation system matters.
  • Ability to maintain effective working relationships with officers, managers, fellow employees, and the general public.
  • Ability to maintain a strong sense of propriety concerning confidential matters.

Responsibilities

  • Manage large capital electrical, controls, and automation systems projects from initial scoping through design, procurement, construction, commissioning, and turnover to plant operations.
  • Develop and oversee engineering consulting firms to execute feasibility studies, alternative analysis, technical specifications, front-end bid documents, and engineering drawings.
  • Coordinate and develop statements of work, bid packages, purchase requisitions, and change orders.
  • Perform design administration activities including technical and constructability review.
  • Manage the procurement of major electrical equipment including preparation of technical specifications, bid evaluation, vendor coordination, and factory acceptance test oversight.
  • Perform construction management and administration activities including field inspections, review of requests for information, submittal review, pay application and change order negotiation, interpretation and application of drawings and technical specifications, schedule management, and general construction coordination.
  • Oversee commissioning phase activities including developing commissioning strategy and acceptance criteria, verification of system performance, validation of protection and controls, and confirmation of readiness for commercial operations.
  • Conduct formal turnover of completed systems to operations and maintenance personnel including delivery of system information, documentation, operation and maintenance manuals, record drawings, and training.
  • Scope, coordinate, perform, and review low, medium, and high voltage equipment condition testing and assessments, prepare alternative evaluations, and develop corresponding repair or replacement recommendations.
  • Perform protection system changes including gathering system data, performing relay coordination studies, determining appropriate relay settings, completing necessary reviews, obtaining approvals, issuing and implementing settings changes, and performing validation of settings.
  • Coordinate, perform, and oversee NERC electrical compliance testing, analysis, reporting, and support applicable cybersecurity and NERC CIP requirements for operational technology systems.
  • Evaluate new and evolving technologies and products for relevant application.
  • Plan and coordinate work of consultants, contractors, and EPE personnel.
  • Develop and manage budgets including budget tracking and reforecasting.
  • Exercises authority to act and decide independently within EPE policy.
  • Complies with all applicable EPE policies, procedures and code of ethics as well as all applicable governmental laws and regulations to include employment, safety and environmental standards and regulations.
  • Perform other related tasks that are not included but are within the context of the duties defined.
