About The Position

This role supports the highway transportation system through the design, inspection, construction, and maintenance of bridges and structures to the highest standards of safety and quality. The position involves providing technical advice, guidance, and training regarding assigned engineering program areas, preparing analyses, reports, and recommendations based on engineering determinations, and offering engineering support and consultation. The role also requires effective management of assigned projects to ensure timely and accurate completion, and communication with internal VDOT staff, local government staff, consultants, citizens, and FHWA regarding transportation projects and programs.

  • Knowledge of materials used in reinforced concrete, structural steel and timber construction.
  • Knowledge of methods used in repairing damaged or deteriorated structures.
  • Knowledge of project management procedures and principles.
  • Knowledge of the design, inspection, and maintenance of bridges and structures.
  • Skill in operating various types of measuring devices and testing equipment.
  • Skill in providing and promoting good customer service to internal and external customers.
  • Skill in the use of computers and software applications to include MS Office, project management and engineering software programs.

  • Ability to perform hands-on safety inspections, work out of doors in all types of weather; at great heights and in confined spaces; and to use all required equipment.
  • Ability to perform quality assurance and quality control inspection reviews and manage consultant inspection contracts.
  • Ability to prepare, review and maintain inspection records and reports and communicate structure condition and recommendations for repair, rehabilitation and replacement activities.
  • Experience and ability to perform load rating analyses for bridges and other structures.
  • Experience in the design, inspection, and maintenance of bridges and structures, including knowledge of methods and materials.
  • Skill in the use of computers and software applications including applications for structural design and analysis.
  • Valid driver's license.

Nice To Haves

  • A combination of training, experience, or education in Civil Engineering, Structural Engineering, or related field.
  • Experience in the design and analysis of bridges and structures.
  • Qualification as a Bridge Safety Inspection Team Leader as required by FHWA.

Responsibilities

  • Analyze and interpret engineering data and information, preparing complete, clear, and concise reports and recommendations.
  • Establish an effective line of communication between VDOT, contractors, government agencies, and the public, investigating issues and resolving complaints.
  • Review schedule of inspections, coordinate assigned structures, and ensure inspections are performed on schedule.
  • Review consultant invoices to ensure structures have been inspected in accordance with provisions of the letter of agreement (LOA) with appropriate notifications of payment.
  • Use established VDOT policies and procedures in the development and delivery of engineering projects, ensuring compliance with state and federal laws and regulations.
  • Inspect structures, review, compile, and submit inspection reports, and document recommendations for repairs or rehabilitations.
  • Submit critical findings to ensure public safety and timely response to conditions and situations that require accelerated notification.
  • Plan, schedule, and coordinate engineering program activities such that deliverables are met within the established scope and timeline.
  • Assess bridge plans and sketches to determine mathematical models for bridge analysis for calculating load ratings for standards and ad hoc vehicles, and recommend weight restriction or structural repair.
  • Work with team leaders and municipalities to schedule and perform quality assurance and quality control inspection reviews, preparing summary reports and making recommendations.
  • Conduct briefing evaluations, providing feedback and follow-up actions.
  • Assist in the management of projects and tasks including development of and managing the scope, schedule, budget, deliverables, change management, quality, and status reports.
  • Complete multiple concurrent tasks and assignments, and report updates on their status.
  • Review reports prepared by team leaders and consultants for conformity with FHWA, applicable Department practices, policies, and procedures, and other pertinent information.
  • Coordinate communication of structure condition and recommendations for replacement, rehabilitation, and repair activities.
  • Manage special program initiatives and projects as assigned.
  • Serve and represent VDOT or assigned program area on various committees and work groups.
  • Demonstrate customer service and work habits that reflect VDOT Values, and coordinate the flow of information both orally and in writing.
